About this opportunity

The City of Jackson is seeking qualified consulting firms to submit proposals for a construction services project funded through the Michigan State Housing Development Authority (MICH) grant program. The procurement aims to construct four new homes on specific lots in Jackson, with each home requiring a minimum of 1,200 square feet, 3 bedrooms, and 1.5 bathrooms. The total cost per home should not exceed $200,000, and the homes must meet detailed "Visitability Standards" including zero-step entrances and accessible design features. Proposals are due by April 28, 2025, at 10:00 am, with all homes required to be completed and sold to the City by December 31, 2025. The evaluation will utilize a 100-point scoring system, with points distributed across executive summary (10%), project management (20%), proposed timeline (15%), company experience (25%), and pricing (30%). Developers must provide site plans, blueprints, and a comprehensive proposal detailing their approach and qualifications.

The contract appears open to all qualified residential developers who are registered in sam.gov and can maintain appropriate risk insurance. Developers will be responsible for full construction costs and will receive final payment upon project completion, with lots being sold to them for a nominal fee of $300. The ultimate goal is to provide these homes free of charge to income-qualified applicants. While no specific set-aside designations for disadvantaged enterprises are mentioned, the RFP emphasizes the importance of developers creating homes that complement the neighborhood's architectural aesthetics. The City will provide some ancillary support, including concrete drive cuts, sewer and water connections, and sidewalk replacements. Developers must also provide a 12-month warranty on their construction. The total project budget appears to be approximately $800,000, based on the $200,000 per home construction cost for the four proposed homes.
