About this file
This is a Request for Proposal (RFP) #2025-COMMUNITY DEVELOPMENT-048 issued by the City of Jackson, Michigan, seeking qualified residential developers to construct four new homes through the Michigan State Housing Development Authority (MICH) grant program. The project requires building one-story homes with a minimum of 1,200 square feet, 3 bedrooms, and 1.5 bathrooms, with a cost estimate not exceeding $200,000 per home. The RFP was released on April 14, 2025, with proposal responses due by April 28, 2025, at 10:00 am. The contract term requires all homes to be completed and sold to the City by December 31, 2025, with the developer responsible for full construction costs and receiving final payment upon project completion.
The homes will be constructed on specific lots in Jackson and must meet detailed "Visitability Standards", including zero-step entrances, accessible design features, and complimentary architectural designs that match neighborhood aesthetics. The City will provide certain ancillary costs such as concrete drive cuts, sewer and water connections, and sidewalk replacements. Developers are required to maintain risk insurance, provide a 12-month warranty, and be registered in sam.gov. The evaluation will use a 100-point scoring system, with points distributed across executive summary (10%), project management (20%), proposed timeline (15%), company experience (25%), and pricing (30%). Lots will be sold to developers for $300, and the homes will ultimately be provided free of charge to income-qualified applicants.
