About this opportunity
The City of Portland, Oregon is procuring primary and auxiliary campsite removal and property storage services under RFP 00002624, with proposals due February 6, 2026, and a Notice of Intent to Award issued March 26, 2026 naming Rapid Response BioClean, Inc. as the Primary Contractor and City of Roses Disposal and Recycling, Inc. and Interstate Business Solutions, LLC as Auxiliary Contractors (with Interstate's auxiliary award subsequently rescinded).
The scope encompasses posting required notices (72 hours to 10 calendar days prior to removal), removing trash and hazardous materials from illegal campsites on City-owned and ODOT-owned properties within Portland city limits, photographing sites before and after cleanup, inventorying and storing personal property for a minimum of 30 calendar days, and coordinating with social service agencies and law enforcement. The Principal Contractor additionally manages the City-owned storage facility and schedules property retrievals. Approximately 160 camps are posted per week, shared between primary and auxiliary contractors. All contractor personnel must complete Crisis Prevention Institute training, Oregon Peer Support Training (Lead Technicians), bloodborne pathogen and tuberculosis certifications, Naloxone administration, CPR/first aid, non-violent de-escalation, trauma-informed communication, and OSHA compliance training. The City owns and operates the warehouse facility; contractors supply personnel, vehicles, equipment, PPE, and communication/photography devices. The anticipated contract start date is July 1, 2026.
The contract is structured as an indefinite-quantity agreement with no guaranteed minimum or maximum purchase volume, with a not-to-exceed dollar amount to be determined upon execution. Payment is net 30 calendar days via ACH electronic fund transfer. Contractors must maintain commercial general liability of $2 million per occurrence and $4 million aggregate, pollution liability of $3 million per occurrence and $5 million annual aggregate, automobile liability of $2 million per accident, and workers' compensation coverage. The City may terminate for any reason with 30 calendar days' written notice.
Mandatory pre-proposal meetings were held January 13 and January 21, 2026. Questions were due January 30, 2026. Seven proposals were received; evaluation allocated 20 of 100 points to Corporate Responsibility (covering equal employment opportunity, community involvement, and sustainable business practices). The City reserves the right to negotiate contract terms with selected vendors and pursue negotiations with next-highest scoring proposers if negotiations fail.
