About this file

This is a pre-proposal meeting presentation for RFP 00002624 issued by the City of Portland, Oregon for primary and auxiliary campsite removal and property storage services. The presentation outlines the City's Impact Reduction Program (IRP), managed by Lucas Hillier, which addresses homelessness and urban camping impacts through garbage removal, hygiene access, resource referral, job opportunities, and strategic campsite removal focused on health and safety risks. The mandatory pre-proposal meeting was held on January 13, 2026 at 11:00 AM. The campsite removal process includes assessment of reported sites, incident review to evaluate health and safety risks, posting sites for removal with 72-hour notice to residents, property collection and storage, and continued impact reduction through waste removal and social services referral. Attendance at the pre-proposal meeting was mandatory, with an agenda covering RFP process guidance, submission procedures, evaluation methodology, and program discussion.

The presentation details the operational considerations and challenges associated with campsite removal work, including unsanitary conditions, biohazards, safety risks, liability exposure, potential confrontations with activists and angry neighbors, media exposure, and trauma experienced by workers during operations. The work is conducted outdoors in all weather conditions and is labor-intensive, exposing workers to significant health and safety hazards. Property storage policies allow for 30-day retention of items with value or utility, with extensions available for weather-related suspensions of removal operations. The City's removal process prioritizes impact-based prioritization, involves coordination with police, outreach workers, and other City partners, and includes staff training on City policies, crisis intervention, and appropriate communication. A complaint and feedback process is available online and at the property storage warehouse.

Homelessness and Urban Camping Impact Reduction Program (IRP)

Lucas Hillier, Manager Lucas.hillier@portlandoregon.gov

Using empathy and innovation, we minimize the impacts of homelessness today while partner programs expand access to safe, habitable, and affordable housing. We provide garbage removal, hygiene access, resource referral and job opportunities – and remove campsites that pose the highest risk to health and safety.

Impact Reduction Program How We Approach Our Work

The City’s Impact Reduction Program is not “solving homelessness”

WHAT WE ARE NOT

What Happens After a Report is Filed?

ASSESSMENT

Visit campsite, remove trash, assess situation.

INCIDENT REVIEW

Evaluate health and safety risk.

SITE POSTED FOR REMOVAL

Residents given 72 hours notice. Property collected and stored.

REDUCE IMPACTS

Continue visiting, remove waste, offer social services.

COMMUNITY CONCERN

Report submitted online or by phone.

Identifying Campsites for Removal Prioritize removal based on impact 72-hour notice Inform social service organizations Removal process Make all persons present aware of removal No personal property removed in the first half hour, unless police are present Property Storage Items belonging to an individual with value or utility stored for 30 days To recover property, a person must provide date, place, and description Extensions to the 30-day limit are available Weather - removals are suspended during severe weather TRAINING - City policies, crisis intervention and appropriate communication Improvement - complaint/feedback form online or at the property storage warehouse City of Portland Campsite Removal Policy

Impact Reduction Program work is conducted outdoors, in all types of weather. It is labor intensive, exposes workers to health and safety risks, and comes with intense scrutiny from the media and the public.
