About this file

This is Addendum No. 04 to RFP No. 00002624 issued by the City of Portland, Oregon's Procurement Services Division for Primary and Auxiliary Campsite Removal and Property Storage. The addendum addresses clarifications and questions submitted by potential respondents through January 29, 2026, and supplements the original RFP specifications. Proposals are due February 6, 2026 by 4:00 pm. The City clarified that property warehouse visits are not available prior to the RFP closure date. The addendum permits respondents to submit detailed biographical summaries in lieu of traditional resumes for key field personnel, particularly for employees with non-traditional employment backgrounds. Additionally, separate attachments for organizational charts, resumes or biographical summaries, and training plans are acceptable but not required to be separated in BuySpeed submissions, and proposers may use custom formatting for the Proposer Capabilities section provided all questions are answered in the required order.

The addendum addresses administrative and submission requirements without establishing pricing terms or set-asides. In response to information requests, the City directed respondents to the Homelessness Impact Reduction Program dashboard for historical performance metrics on postings made and camps cleaned from 2023 to 2025; however, the City does not maintain separate waste disposal measurements for camps versus the property warehouse. Regarding public records, the City provided guidance permitting redactions of full names for key personnel in resume sections in accordance with the Proposal Response Packet. All inquiries regarding the RFP should be directed to Kristina Kolata, Senior Procurement Specialist, at 971-509-0713.

ADDENDUM NO. 04

RFP No. 00002624

FOR

Primary and Auxiliary Campsite Removal and Property Storage

Responses Due: February 6, 2026 By: 4:00 pm

This Addendum provides changes to the specifications for the above-entitled project to be considered by each respondent. Any changes made by this Addendum to said specifications offset only the portion of the words or paragraphs specifically mentioned herein, and the balance of the specifications remain in full force. It is the responsibility of all respondents to conform to this addendum.

This Addendum shall:

1. Respond to all questions received through January 29, 2026 for this RFP in the table below:

No

Question Answer

1 With the proposals being publicly discoverable, may we mask full names of key personnel in the resume section?

Please see the section titled “Proposal Redactions for Public Records Purposes” in the Proposal Response Packet for guidance on submitting a redacted copy of your proposal.

2 Can detailed biographical summaries rather than traditional resumes be provided for key field personnel? Some employees come through non-traditional employment pipelines and do not maintain formal resumes, though we can fully document their relevant experience, certifications, and qualifications.

Yes, the City will accept detailed biographical summaries rather than traditional resumes for consideration as part of the requirement for Key Personnel.

3 Will there be an opportunity to visit the property warehouse?

No, not before this RFP closes on February 6, 2026.

4 Can you share historical data from 2023 to 2025 for the metrics below?

• How many postings were made

• How many camps were cleaned

• How many tons (or lbs) of waste were disposed of from camps versus the property warehouse?

The postings made and camp cleaned metrics can be found at the City Impact Reduction Program website: https://www.portland.gov/homelessnes s-impact-reduction/impact-reduction-program-dashboard-and-performance-measures.

The City does not separate the measurement of the waste disposed from camps vs items at the property warehouse, so this metric is not available.

5 Per the Proposal Response Packet, some information is not included in the page count:

1. Organizational Chart (referenced in #4 on page 12)

2. Resumes (referenced in Key Personnel (pages 18 & 19). (Relates to our previous question regarding resum es vs. biographical summaries.)

3. Training Plan (referenced in #2 on page 21)

For each of the above items NOT included in the page count, should a separate attachment be uploaded to BuySpeed?

While not required to be separate attachments, having each as a separate attachment in Buyspeed is acceptable to the City for ease of page count tracking.

6 Under the Proposer Capabilities section, it says that information may be formatted in a separate document. Does this apply to the entire proposal?

Yes, as long as the proposer responds to all questions in the same order, you can use your own formatting.

Please direct all questions and concerns to Kristina Kolata, Senior Procurement Specialist at 971-509-0713.
