About this file
This document is an exhibit from the City of Portland, Oregon outlining Law Enforcement Property Abatement Protocols for city vendors engaged in campsite removal services. The protocols establish procedures for coordination between Portland Police Bureau (PPB) and contracted vendors when law enforcement determines that a campsite poses an immediate threat to health and human safety. Upon identification of such a threat, PPB contacts the vendor to request immediate abatement and provides specific information including a police report number, officer identification and contact information, and the campsite location. The vendor must confirm whether the location has been posted, provide an estimated time of arrival to PPB, and document the request with relevant details including the police report number, requesting officer, precinct, address, and responding crew information in an abatement log. Documentation requirements include photographic evidence of conditions before and after cleanup, with photographs attached to the abatement log.
A critical operational requirement outlined in the protocols is that the vendor crew must remain at the abatement site only while PPB is present; if police leave the scene, the vendor must immediately cease operations and vacate the location. Following completion of the abatement, the vendor must email the Impact Reduction Program staff at reportpdx@portlandoregon.gov with documentation and relevant details. The protocols are managed by Lucas Hillier, Impact Reduction Program Manager, and were revised as of December 17, 2025. These standardized procedures ensure coordination, safety compliance, and accountability in campsite removal operations contracted by the City of Portland.
