Exhibit F - Shelter Referral Transport Property Storage Protocol Summary

This document is a protocol exhibit for an Oregon state and local contract opportunity related to primary and auxiliary campsite removal and property storage. The exhibit establishes procedures and requirements for managing the transport of individuals to shelter facilities and the storage of personal property in conjunction with campsite clearance operations. The protocol defines the processes that contractors must follow when referring individuals to shelter placements, transporting those individuals, and handling the secure storage of property removed from campsites. The document serves as a standardized operational guide to ensure consistent, humane treatment of individuals affected by campsite removal activities and proper custodianship of their belongings during the transition period.

The protocol addresses the logistical and procedural framework for coordinating shelter referrals with transportation services and establishing property storage systems compliant with applicable regulations. It specifies responsibilities for documenting referrals, maintaining records of transported individuals, and implementing secure storage facilities with appropriate inventory controls. The exhibit emphasizes compliance with relevant state and local regulations governing the treatment of individuals experiencing homelessness and the handling of personal property in municipal operations. This procedural document forms part of the broader RFP requirements and would be binding on selected contractors performing campsite removal and property management services under the contract.

Shelter Referral/Transport/Property Storage Protocol

The purpose of this protocol is to formalize and standardize the procedures by which the Impact Reduction Program (IRP), (Vendor Team), and Street Services Coordination Center Street Outreach (SSCC) handle the personal belongings of people who have agreed to immediate transport and placement into shelter, TASS, or SRV.

In instances in the field wherein an individual has agreed to go immediately into a sheltering facility, the SSCC Street Outreach Staff will:

1) Call the (Vendor) Crisis Prevention Specialist (contact information will be made available by (Vendor) staff).

2) SSCC Street outreach worker must stay on site with individual until (Vendor) CPS arrives.

3) Both SSCC and (Vendor) will document the individual’s permission to take property into storage and/or to a disposal transfer station (see Shelter Transport Property Release Form).

4) (Vendor) will bag and tag property to be stored for 60 days (subject to individual circumstances).

5) Shelter Transport Property Release Form link will be saved, and link posted to the Shelter Transport Property tab on the Project Tracker along with a photo album -similar to the camp removal photo process.
