About this file
This is Exhibit D to an RFP issued by the City of Portland for sanitation protocols applicable to public spaces and rights-of-way during declared public health emergencies or infectious disease outbreaks. The document establishes standardized operating procedures for City personnel and contractors to implement sanitation measures in areas with concentrated homeless and intravenous drug using populations. The sanitation protocol requires the use of registered disinfectant products approved for neutralizing viruses and bacteria, applied in accordance with label specifications and Portland City Code 17.39.050. Prior to any cleaning activities, the City must notify the Joint Office of Homeless Services and the Mayor's Office liaison, with public notice posted in advance of cleanup and personal property removal consistent with the Anderson Agreement. The complete sanitation procedure involves nine sequential steps: donning appropriate personal protective equipment, mixing and distributing disinfectant, covering storm drains, spraying contaminated surfaces, waiting a minimum of 10 minutes for disinfectant contact time, respray of newly exposed surfaces, pressure washing affected areas, vacuum recovery of wastewater for sanitary sewer disposal, and proper disinfection or disposal of contaminated PPE and tools.
The document establishes maintenance frequency requirements specifying weekly spot maintenance in concentrated areas following completion of the full sanitation process, with a comprehensive sanitation cycle repeated every two weeks. The protocols recommend preparing fresh disinfectant solutions daily to ensure solution effectiveness. The exhibit references guidance from the City of San Diego, City of Los Angeles, the U.S. Occupational Safety and Health Administration, and the Centers for Disease Control and Prevention regarding chemical disinfection procedures and healthcare-wide hazard protocols.

City of Portland Sanitation Protocols for Public Spaces and Right-of-Ways
OBJECTIVE
This document outlines operating procedures for the sanitation of public right-of-way’s and public spaces in times where sanitation is necessary to limit risk to public health due to the exposure of infectious disease (example:
declared public health outbreak).
PUBLIC NOTIFICATION
Prior to posting and cleaning of a site where public sanitation cleaning protocols are in place – the City will notify the Joint Office of Homeless Services and the Mayor’s Office liaison of cleaning and posting. Notice will be posted prior to cleanup, removal, and storage of personal property as outlined in the Anderson Agreement.
When applying chemical sanitizer, application procedures, including storm drain discharge procedures will be in accordance with PCC 17.39.050.
SANITATION PROCEDURE
Only registered disinfectant products approved for the use of neutralizing virus/bacteria are recommended for use. Application of disinfectant must be in accordance with label specifications.
For purposes of sanitizing public right-of-way’s, it is recommended and consistent with Anderson Agreement protocols that the following procedures be followed when cleaning/sanitizing:
1. While wearing appropriate personal protective equipment, mix disinfectant in accordance with application procedures.
2. Fill sprayers or similar distribution equipment.
3. Cover all storm drains to prevent run off.
4. Carefully spray all feces, blood, bodily fluids, or contaminated surfaces with disinfectant and wait a minimum of 10 minutes.
5. After 10 or more minutes, carefully contain any feces or contaminated solid materials for disposal.
6. Respray newly exposed surfaces with disinfection and wait for 10 minutes.
7. Pressure wash sidewalks, streets, gutters, and inlet of storm drain catch basin with water.
8. Recover the generated waste water with a vacuum for disposal to sanitary sewer.
9. PPE or tools that have become contaminated should be disinfected or disposed of appropriately.
It is recommended that a fresh solution be made each day to ensure the most effective solution is used.
FREQUENCY
In concentrated areas of houseless and intravenous drug using individuals, after the above sanitation process, weekly spot maintenance should occur with another round of the complete sanitation process every two weeks.
