About this opportunity
The Oregon Department of Education is soliciting proposals for Federal ESEA Implementation Support and Oversight under RFP S-58100-00017199, with proposals due September 30, 2026 at 3:00 PM Pacific Time and questions due September 22, 2026. ODE intends to award multiple Price Agreements to create statewide service capacity and does not specify set-asides or preference programs; however, a Certified Disadvantaged Business Outreach Plan is mandatory for submission (though not scored in evaluation).
The scope spans four domains: Monitoring Support (Programmatic and Fiscal), Technical Assistance and Professional Learning for Continuous Improvement, Allocation Review and Support, and Specialized and Emerging Needs through flexible task orders available after award. Services include federal program monitoring and compliance review for Title IA, ID, IIA, IVA, IVB, VB (REAP), McKinney-Vento, Foster Care, and Equitable Services. Proposers must apply for at least one domain but may apply for multiple. Qualifications include a minimum of three years of experience working with State Education Agencies, Education Service Districts, school districts, or schools, combined with three years of ESEA federal program experience; knowledge of EDGAR and the Uniform Grant Guidance; professional communication skills at leadership and staff levels; and proficiency with Microsoft Office, Google products, and video conferencing platforms.
Compensation is fixed at $150.00 per hour for all services across all domains, fully burdened to include labor, overhead, administrative expenses, and profit (excluding pre-approved travel reimbursed per the Oregon Accounting Manual). The initial term is two years with options to renew annually up to a cumulative maximum of five years, contingent on fund availability and Agency need. No minimum volume or dollar amount is guaranteed. The anticipated Notice of Award is approximately October 30, 2026.
Evaluation is based solely on qualifications, experience, and demonstrated expertise. Proposers must score at least 60 percent of available points within each domain they seek award. Domain-specific point allocations are: Monitoring Support (35 points), Technical Assistance and Professional Learning (20 points), Allocation Review and Support (25 points), and Specialized and Emerging Needs (20 points). Proposals are firm for 180 days following opening. Successful contractors must maintain workers' compensation, commercial general liability insurance ($1,000,000 per occurrence / $2,000,000 aggregate), and professional liability insurance ($1,000,000 per claim / $2,000,000 aggregate).
