About this file
This is a Proposer Information and Certification Sheet for an RFP issued by the Oregon Department of Education (ODE) for Federal ESEA Implementation Support and Oversight. The procurement seeks qualified contractors to provide federal program support services across four domains: Monitoring Support (Programmatic and Fiscal), Technical Assistance and Professional Learning for Continuous Improvement, Allocation Review and Support, and Specialized and Emerging Needs through flexible task orders available after award. Proposers must certify a minimum of three years of experience working with State Education Agencies, Education Service Districts, School Districts, or Schools, and a minimum of three years of experience with Elementary and Secondary Education Act federal programs or school improvement initiatives. Successful proposers must demonstrate knowledge of applicable federal regulations including EDGAR and the Uniform Grant Guidance, possess professional communication skills at both leadership and staff levels, and have proficiency with standard software programs including Microsoft Office, Google products, and video conferencing platforms. Proposals are firm for 180 days following opening, and if awarded, contractors agree to perform the negotiated scope of work and meet specified performance standards.
The certification sheet requires proposers to confirm compliance with multiple Oregon statutes and federal requirements, including tax law compliance, non-discrimination in employment and subcontracting practices, sexual harassment prevention policies for contracts anticipated to exceed $150,000, wage and benefits equity standards, broadband service compliance if applicable, and exclusion from federal restricted parties lists. Proposers must also certify the absence of conflicts of interest with the State and confirm the truthfulness and accuracy of all proposal contents prepared independently and without collusion. False or fraudulent statements could result in liability under the Oregon False Claims Act. The document serves as a mandatory certification requirement in addition to any certifications required in the final Price Agreement and Statement of Work.
