About this file
This is a Certified Disadvantaged Business Outreach Plan attachment for an RFP issued by the Oregon Department of Education (ODE) for Federal ESEA Implementation Support and Oversight services. The attachment serves as a compliance document requiring proposers to demonstrate their commitment to providing equal opportunities for certified firms—defined as small businesses certified by the Oregon Certification Office for Business Inclusion and Diversity (COBID) as minority-owned, woman-owned, service-disabled veteran-owned, or emerging small businesses. Proposers must complete the seven-part questionnaire detailing their own certification status, previous contractual relationships with certified and non-certified disadvantaged businesses, anticipated subcontracting opportunities, and the steps they will undertake to solicit certified firms for subcontract work if awarded the contract.
The outreach plan does not factor into the scored evaluation of proposals but is mandatory for submission. Proposers must identify all subcontracting opportunities and approximate dollar values associated with each, describe their solicitation methodology for reaching certified firms, and confirm their willingness to report subcontractor identities and subcontract values to COBID upon contract award. This requirement reflects Oregon's statutory obligation under ORS 200.055 to ensure that certified firms receive equitable participation in state-funded contract performance.
