About this opportunity

New Smyrna Beach Utilities (NSBU) has issued Request for Proposal (RFP) #15-25 for an Annual Underground Utility Contractor to provide comprehensive underground utility work within their water, wastewater, and reclaimed water distribution system. The procurement seeks Florida-licensed contractors to perform new construction, repair, and rehabilitation of existing water infrastructure, including mechanical work at facilities such as raw water wells, sewer lift stations, water and wastewater treatment plants, and water pump stations. Qualified contractors must have a minimum of five years of business experience in this specialized field. The RFP encompasses two work types: Emergency Work (requiring 48-hour mobilization and 8-business-hour response) and Planned Work (allowing 10 calendar days for mobilization and 16 business hours for pricing and availability). Proposals will be evaluated across five criteria: location (20 points), project lists (25 points), references (30 points), price (20 points), and completed forms (5 points). The proposal submission deadline is August 19, 2025, at 2:30 PM, with electronic submissions required via Vendor Link. The contract will initially be for one year, with options to extend for three additional one-year periods.

NSBU indicates they may award the contract to multiple contractors, who will be ranked based on their evaluation scores. While no specific set-aside designations for disadvantaged enterprises are mentioned, contractors must meet comprehensive insurance requirements, including general liability, automobile liability, workers' compensation, professional liability, and contractors' pollution liability. The contract allows for price escalation or de-escalation at the end of each one-year term, subject to mutual written agreement. Contractors will be compensated on an hourly basis for Emergency Work and per unit costs for Planned Work. Although a specific budget range is not provided, the contract's scope suggests significant potential for ongoing utility infrastructure maintenance and development work across NSBU's service territory in Volusia County and Orlando City, Florida. The flexibility to potentially engage multiple contractors indicates the breadth and complexity of the utility maintenance needs.
