About this opportunity

The Texas Department of Motor Vehicles (TxDMV) has issued a Request for Information (RFI) for a statewide inventory management system to track metal license plates. In response to House Bill 718, TxDMV is transitioning from temporary paper license plates to metal plates to combat fraud. The RFI seeks proposals for a secure system to track metal plates from the production facility in Huntsville to counties and motor vehicle dealerships across Texas. The desired system must integrate with existing TxDMV solutions, provide enhanced workflows, centralized order fulfillment, auditing and reporting capabilities, and scalability. Written responses are due by January 31, 2024, and presentations may be scheduled in February or March 2024. The RFI covers the 422 county tax assessor-collector offices and TxDMV regional service centers that currently receive and distribute metal plates, as well as the increased distribution to motor vehicle dealerships statewide.

The RFI does not constitute a formal solicitation, and no contractual obligation will arise. Respondents are responsible for all costs associated with preparing submissions. The RFI does not mention any set-aside designations or restrictions on the types of organizations that can respond. Similarly, it does not list any incumbent vendors or current contractors, nor does it provide any information about existing infrastructure or technology that requires integration. The RFI also does not include any details about possible award values or budget ranges.

Opportunity text

In response to the passage of House Bill (HB) 718, the Texas Department of Motor Vehicles (TxDMV) is tasked with phasing out the currently used temporary paper license plates by July 1, 2025, and replacing them with metal license plates to better combat and deter fraud. As part of this RFI, TxDMV is requesting responses be submitted that propose a statewide inventory management system that securely tracks metal license plates from our Huntsville production facility to counties and motor vehicle dealerships throughout the state of Texas.
