About this file
This document is a Request for Information (RFI) issued by the Texas Department of Motor Vehicles (TxDMV) related to a statewide inventory management system for metal license plates. In response to House Bill 718, TxDMV is transitioning from temporary paper license plates to metal plates to combat fraud. As part of this RFI, TxDMV is seeking responses that propose a system to securely track metal plates from the production facility in Huntsville to counties and motor vehicle dealerships across Texas. The RFI outlines desired system functionality, including integration with other TxDMV solutions, enhanced workflows, centralized order fulfillment, auditing and reporting capabilities, and scalability. Written responses are requested by January 31, 2024, and presentations may be scheduled in February or March 2024.
The RFI does not constitute a formal solicitation, and no contractual obligation will arise. Respondents are responsible for all costs associated with preparing submissions. The RFI covers the 422 county tax assessor-collector offices and TxDMV regional service centers that currently receive and distribute metal plates, as well as the increased distribution to motor vehicle dealerships across the state of Texas.

REQUEST FOR INFORMATION
RFI No. 608-24-HB718IMS
Statewide Inventory Management System for Metal Plates
In response to the passage of House Bill (HB) 718, the Texas Department of Motor Vehicles (TxDMV) is tasked with phasing out the currently used temporary paper license plates by July 1, 2025, and replacing them with metal license plates to better combat and deter fraud. As part of this RFI, TxDMV is requesting responses be submitted that propose a statewide inventory management system that securely tracks metal license plates from our Huntsville production facility to counties and motor vehicle dealerships throughout the state of Texas.
Background:
In fiscal year 2023, approximately 5.4 million plates were distributed to 422 county tax assessor-collector (TAC) & TxDMV Regional Service Centers (RSC) locations.
Under the current system, metal plates are distributed via two methods: 1) from a warehouse facility in Huntsville to county TAC offices and TxDMV RSCs across the state via less than load (LTL) freight or Federal Express. TAC offices then distribute plates to the general public at the time of vehicle registration; and 2) The Motor Vehicle Division (MVD) of TxDMV distributes metal dealer plates to individual motor vehicle dealerships via the US Postal Service.
Per HB 718, dealerships will discontinue printing temporary tags for their customers.
Consequently, there will be a significant increase in the distribution and tracking of metal vehicle plates to motor vehicle dealerships across Texas, extending beyond the current distribution to TAC and RSC offices. This change will require a fundamental overhaul of the current inventory management system and distribution model in use by the state. Subsequently, TxDMV is requesting written responses, presentations, and/or discussions with vendors experienced in software integration, logistics, and inventory management.
*Please note this RFI is only a request for information and no contractual obligation whatsoever on behalf of the TxDMV shall arise from the RFI process. This RFI does not constitute a Request for Qualifications (RFQ), Request for Proposal (RFP), Request for Offer (RFO), Invitation for Bid (IFB), or other solicitation, nor does it constitute a commitment to issue any solicitation in the future. All costs associated with preparing a Response or submission to this RFI shall be borne solely by the Respondent. Potential Respondents to the RFI are responsible for monitoring the Electronic State Business Daily (ESBD) for additional information related to the RFI. Issued Jan 08, 2024
