About this opportunity

The Oregon Department of Education and Workforce is requesting grant applications for the Pathways to Multilingualism Grants program (RFA S-58100-00017094) with applications due July 8, 2026, at 3:00 PM via OregonBuys. Eligible applicants are Oregon public school districts only. The program anticipates awarding up to 41 grants of $50,000 each, totaling approximately $2.05 million, across a one-year performance period from July 1, 2026, through June 30, 2027.

Grant funds support biliteracy professional development and training, high-quality instructional materials for dual language and tribal language curriculum implementation, planning or expansion of dual language programs, and tribal language revitalization initiatives. Allowable costs include educator professional learning, instructional materials and assessment tools, supplemental staffing support such as extra planning time and stipends, and family and community engagement initiatives. Administrative and indirect costs are allowable up to 10 percent of the award. Applicants may not prepay for goods or services extending into future bienniums; all deliverables must be provided and implemented during the performance period.

Evaluation criteria total 100 points: the completed fillable application form accounts for 60 points maximum across five categories (Program Planning, Multilingual Readiness, Community and Staff Engagement, Seal of Biliteracy/Multiliteracy, and Sustainability), and the detailed budget with narrative accounts for 10 points maximum. Rural Remote school districts—defined as territories more than 25 miles from urban areas with 50,000+ population—are eligible for up to 10 priority points. Responses must include specific examples and measurable evidence of impact.

The pre-application conference is scheduled for June 15, 2026, at 1:00 PM (Pacific Time). Questions must be submitted by June 24, 2026, at 3:00 PM, with answers issued by July 1, 2026. Award notifications are anticipated for July 24, 2026. The Single Point of Contact is Jennifer Huston at Jennifer.huston@ode.oregon.gov.
