About this file

This is Amendment 3 to RFA S-58100-00017094 issued by the Oregon Department of Education and Workforce for the Pathways to Multilingualism Grants program. The amendment corrects a technical error in the application form (ATT B - Fillable Application 06.17.26) that prevented some response sections from accommodating the full 400-word limit. The corrected form (ATT B - Fillable Application 06.24.26 CORRECTED) has been provided as a replacement. Applicants who have already submitted applications using the original form may resubmit using the corrected version, though resubmission is not required; both versions will be accepted. The application deadline is July 8, 2026, at 3:00 PM via OregonBuys. A pre-application conference is scheduled for June 15, 2026, at 1:00 PM Pacific Time, and questions must be submitted by June 24, 2026, at 3:00 PM, with responses due by July 1, 2026. Award notifications are anticipated for July 24, 2026.

The grant program anticipates awarding up to 41 grants of $50,000 each, totaling approximately $2.05 million, to eligible Oregon public school districts only. The one-year performance period runs from July 1, 2026, through June 30, 2027. Eligible applicants may use funds for biliteracy professional development and training, high-quality instructional materials for dual language and tribal language curriculum implementation, planning or expansion of dual language programs, and tribal language revitalization initiatives. Allowable costs include educator professional learning, instructional materials and assessment tools, supplemental staffing support, and family and community engagement activities, with administrative and indirect costs capped at 10 percent of the award. Rural Remote school districts located more than 25 miles from urban areas with populations exceeding 50,000 are eligible for up to 10 priority points. Evaluation is based on a 100-point scale: the completed application form accounts for 60 points maximum across five categories (Program Planning, Multilingual Readiness, Community and Staff Engagement, Seal of Biliteracy/Multiliteracy, and Sustainability), and the detailed budget with narrative accounts for 10 points maximum. All deliverables must be provided and implemented during the performance period; prepayment for goods or services extending into future bienniums is not permitted.
