About this file

This is Amendment 4 to Request for Applications (RFA) S-58100-00017094 issued by the Oregon Department of Education and Workforce for the Pathways to Multilingualism Grants program. The amendment extends the application submission deadline from July 8, 2026, at 3:00 p.m. PDT to July 10, 2026, at 1:30 p.m. PDT. Eligible applicants are Oregon public school districts only. The program anticipates awarding up to 41 grants of $50,000 each, totaling approximately $2.05 million, for a one-year performance period from July 1, 2026, through June 30, 2027. Grant funds support biliteracy professional development and training, high-quality instructional materials for dual language and tribal language curriculum implementation, planning or expansion of dual language programs, and tribal language revitalization initiatives. A pre-application conference was scheduled for June 15, 2026, at 1:00 p.m. Pacific Time, with questions due by June 24, 2026, at 3:00 p.m. and answers issued by July 1, 2026. Award notifications are anticipated for July 24, 2026.

Allowable costs include educator professional learning, instructional materials and assessment tools, supplemental staffing support such as extra planning time and stipends, and family and community engagement initiatives, with administrative and indirect costs capped at 10 percent of the award. School districts that have already submitted applications through Oregon Buys have no additional requirements. An alternate submission option permits applicants unable to obtain or update their OregonBuys login access to submit materials directly via email to Jennifer.Huston@ode.oregon.gov by the revised deadline. Applicants may not prepay for goods or services extending into future bienniums, as all deliverables must be provided and implemented during the performance period. Evaluation criteria total 100 points, with the completed fillable application form accounting for 60 points maximum across five categories and the detailed budget with narrative accounting for 10 points maximum. Rural Remote school districts, defined as territories more than 25 miles from urban areas with 50,000+ population, are eligible for up to 10 priority points.
