About this opportunity

George Mason University's Auxiliary and Operations/Real Estate Department is requesting proposals for residential and commercial property management services under RFP GMU-KS0501-26, with proposals due July 7, 2026, at 2:00 p.m. Eastern Time through the Bonfire portal. Offerors may propose on Scope 1 (residential), Scope 2 (commercial), or both scopes and must clearly indicate their selection on the first page of the proposal.

All offerors must submit a Small Business Subcontracting Plan and obtain eVA vendor registration. Virginia DSBSD certification (women-owned, minority-owned, or service-disabled veteran-owned) is a scored evaluation criterion worth 10 of 100 points; the plan requires offerors to commit to utilizing DSBSD-certified small businesses as subcontractors, with failure to achieve proposed participation amounts constituting potential breach of contract.

Scope 1 encompasses residential property management for 157 units at the MasonVale complex in Fairfax, Virginia (37 buildings) and 28 townhomes at GMU SciTech in Manassas, Virginia (with potential for 20 additional units). Scope 2 covers commercial property management for five Arlington properties totaling approximately 248,892 square feet, including office and retail space ranging from 44% to 100% occupancy and one condemned building requiring security and maintenance only. The contractor must maintain detailed financial reporting on a June 30 fiscal year-end, achieve 90% occupancy and resident satisfaction ratings in residential properties, obtain prior written University approval for procurements exceeding $5,000, and carry comprehensive insurance including $1 million Commercial General Liability, $1 million Commercial Automobile Liability, $5 million umbrella coverage, $1 million Property Managers Errors and Omissions, and $1 million Employee Dishonesty and Crime Insurance.

The contract term is two years initial with four successive two-year renewal options. The mandatory service start date is December 1, 2026, with notice of award anticipated October 1, 2026. Current incumbents are Lincoln Property Management (commercial, contract expires November 30, 2026) and Willowbridge (residential, contract expires November 30, 2026). George Mason intends to award up to two separate contracts but reserves the right to award one contract to a single firm for both scopes. Evaluation comprises qualifications and experience (25 points), specific plans and methodology (25 points), transition plan (20 points), price (20 points), and Virginia SBSD certification status (10 points). An optional pre-proposal conference is scheduled June 3, 2026, 10:30–11:30 a.m. via Microsoft Teams. Written questions are due June 8, 2026, at 4:00 p.m. Eastern Time, with responses posted by June 12, 2026.
