About this file

This is a Small Business Subcontracting Plan attachment required for submission with proposals to George Mason University's Auxiliary and Operations/Real Estate Department in Arlington and Fairfax, Virginia. The document applies to a competitive solicitation for residential and commercial property management services across multiple properties: residential rental units at the MasonVale complex in Fairfax, Virginia; townhomes in Manassas, Virginia; and commercial properties in Arlington, Virginia. Offerors may submit proposals for Scope 1 (Residential Property Management Services), Scope 2 (Commercial Property Management Services), or both scopes and must clearly indicate their selection on the first page of their proposal. All potential offerors are required to include the completed Small Business Subcontracting Plan with their proposal to be considered responsive.

The document defines "small business" as firms holding current certification from the Virginia Department of Small Business and Supplier Diversity (DSBSD) as of the proposal due date, including DSBSD-certified women-owned, minority-owned, and service-disabled veteran-owned businesses. Offerors certified as micro or small businesses must provide their DSBSD certification number and certification date in Section A. Offerors planning to use subcontractors must complete Section B, detailing plans for utilization of any subcontractors, including DSBSD-certified small businesses, with specific information for up to five subcontracts including company name, certification number, contact details, work description, and value or percentage of the initial contract term. The document specifies that proposed small business participation becomes a contract requirement, and failure to achieve proposed participation dollar values or percentages may result in breach of contract.
