About this opportunity

Orange County Transportation Authority (OCTA) is requesting quotes for large parcel and heavy freight shipping services under RFQ 250239, with quotes due March 30, 2026 at 11:00 a.m. and award expected April 13, 2026. No set-asides, preferences, or eligibility restrictions apply. All firms must certify they are not subject to Ukraine/Russia-related economic sanctions imposed by the State of California or the United States Government and must bid on all line items in the pricing proposal to be deemed responsive.

The scope covers intrastate and interstate Less-Than-Truckload (LTL) and large parcel transportation of bus parts, engines, windshields, and related cargo weighing 100–500 pounds, with delivery required within one week of pickup. Pickup locations are OCTA's Santa Ana Base (4301 W. MacArthur Boulevard) and Gillig LLC in Livermore, California, with shipments destined for New Flyer Industries in Louisville, Kentucky. Pickup hours are Monday through Friday, 7:00 a.m. to 4:00 p.m. All shipments will be pre-packaged, secured, and palletized by OCTA using standard 48" × 48" pallets; vehicle engines will be drained of all fluids prior to packaging. Standard bus parts and engines ship under Freight Class 85; glass components ship under National Motor Freight Classification 86630. No hazardous materials or perishable goods will be transported.

The estimated contract value is $18,000 for a one-year initial term with one optional one-year renewal. The incumbent is Celestial Freight Solutions under Contract C42227. Evaluation is based solely on cost (100% weight). The contract will be awarded to the lowest responsive and responsible firm on a lump sum basis with firm-fixed pricing; no price increases are permitted during the term. All contractors must obtain and maintain Commercial General Liability ($1 million per occurrence / $2 million aggregate), Automobile Liability ($1 million combined single limit), Workers' Compensation as required by California law, and Employers' Liability ($1 million per accident and per disease), with OCTA and its officers designated as additional insureds. Level 2 Health, Safety, and Environmental (HSE) specifications apply; contractors must designate an HSE Representative holding current Board of Certified Safety Professionals (BCSP) certification with five years of demonstrated construction or industrial experience within 10 business days of award. Written questions are due March 10, 2026, with OCTA responses due by March 12, 2026.
