About this file

This document contains the price summary sheet instructions for Request for Quotes 250239 issued by the Orange County Transportation Authority (Authority) for large parcel and heavy freight services in California. Firms must submit quotes by completing Exhibit B, the Price Summary Sheet, with unit prices for each line item, with all required fields mandatory to avoid non-responsiveness. The budget for the initial one-year term is $18,000.00. Questions or clarifications must be submitted in writing by 4:00 p.m. on March 10, 2026, with responses issued by written addendum no later than March 12, 2026. Firms that do not bid on all line items will be deemed non-responsive and excluded from consideration. The award will be made to the lowest responsive and responsible firm on a lump sum basis, and firms should be aware that an award may be made without further discussion.

All prices must be firm-fixed for the entire contract term, incorporating direct costs, indirect costs, freight, and profit as specified in Exhibit A, Scope of Work, with estimated quantities provided for evaluation purposes only and not guaranteeing maximum or minimum purchase amounts. No price increases are permitted during the Blanket Purchase Order term; however, all price decreases will automatically extend to the Authority. Invoices must be itemized with all material costs and supporting documentation for parts exceeding $500, with payment contingent on proof of actual replacement part costs. The contractor must provide bona fide proof of cost increases and submit a minimum of ninety days advance written notice before any price adjustment is considered, with no retroactive adjustments permitted. The net dollar amount of profit must remain firm during the Blanket Purchase Order period with no profit-increasing adjustments allowed. Contractors guarantee that quoted prices are equal to or less than those quoted to any other local, state, or federal government entity for equal or lesser scope services, and no price increases may be passed to the Authority during the contract term.
