The City anticipates issuing a Notice of Intent to Award on February 18, 2026, with contract negotiations from February 19-27, 2026, and formal City Council contract award on March 17, 2026.

Respondents must possess minimum five years of experience, hold appropriate Arizona professional and contractor licenses, and demonstrate current bonding capacity through an A-rated surety company. The solicitation does not explicitly outline specific set-aside designations for disadvantaged enterprises, but does emphasize a preference for local firm utilization in subcontractor selection. The CMAR must self-perform not less than 45 percent of the work in accordance with Arizona law and provide comprehensive insurance coverage, including Commercial General Liability ($1,000,000 per occurrence), Commercial Auto ($1,000,000), Worker's Compensation, and Professional Liability ($1,000,000). The anticipated construction cost for the project is approximately $7.1 million, with the initial pre-construction services contract to be negotiated based on the firm's qualifications. Firms must submit a comprehensive response package including a cover letter, sample contract, detailed qualifications, references, signature page, guarantees, and various administrative forms. The City reserves the right to reject any or all submissions and may terminate the selection process if negotiations with top-ranked firms are unsuccessful.
