About this opportunity

The California Governor's Office of Emergency Services (Cal OES) has issued Request for Proposal (RFP) #A241014735 for a comprehensive Earthquake Early Warning (EEW) Education and Outreach Campaign. The procurement seeks a contractor to develop and execute a statewide education initiative focused on increasing awareness and downloads of the MyShake app, with specific emphasis on engaging low-income populations and critical infrastructure sectors. Key deliverables include public relations activities, targeted outreach strategies, and workforce safety communications regarding earthquake early warning technology. Contractors must demonstrate a minimum of five years of public relations experience, with two years specifically in California-based government agencies, covering domains such as public affairs, marketing, crisis communication, and emergency management. The proposal evaluation will be weighted 70% on technical criteria and 30% on cost, with the contract period running from May 1, 2025, through April 30, 2027. Critical deadlines include a proposal submission deadline of April 25, 2025, at 11:00 AM PST, with a proposed contract award date of June 1, 2025. The jurisdictions involved in this procurement include Sacramento County, Sacramento City, and West Sacramento City.

The RFP appears to have preferences for small businesses and disabled veteran-owned businesses, potentially offering additional consideration during the evaluation process. While specific budget ranges are not explicitly detailed, the contract will be structured based on actual hours worked and services completed at submitted rates. The proposed contractor will need to demonstrate capabilities in digital media expertise, communication strategy, and the ability to develop comprehensive outreach materials targeting diverse populations. The procurement covers multiple critical infrastructure sectors and requires a nuanced approach to public engagement around earthquake preparedness technologies. Potential respondents should be prepared to provide a cost proposal that includes labor costs for various roles such as project managers, communication specialists, and digital media experts. The MyShake app integration will be a central component of the campaign, requiring technical understanding and strategic communication skills to increase user adoption and engagement across California's diverse communities.
