About this opportunity

The University of Utah has issued a Request for Proposal (RFP #UU204763112.1) for an Outdoor Digital Signage Network Partnership, seeking a qualified vendor to operate, maintain, and sell advertising for existing and proposed outdoor media signage assets. The current network comprises 4 large format signs and 16 small format signs (12 interactive kiosks and 4 parking garage signs), with plans to expand to 5-7 additional large format signs and 15-30 new small format signs on the main campus. The RFP requires the selected vendor to fabricate, install, operate, and maintain the signage network, with the university retaining responsibility for non-commercial programming. Evaluation criteria include a 150-point scoring system, with significant weight given to the revenue share proposal (50 points), vendor experience, safety integration, and additional benefits to the university. Key dates include a pre-proposal conference on 10/1/2025, proposal inquiry questions due by 10/10/2025, and proposals due by 10/23/2025. The anticipated contract term is 15 years, with options to renew for two additional 5-year periods, and an expected effective date of October-November 2025.

The RFP does not specify any specific set-aside designations or restrictions on responding organizations. The current network was initially installed by Display Devices (DDI) between 2021-2025, with PlaySignage serving as the content management software. The existing digital signage equipment varies in cost, with vehicular monuments priced between $90,000-$120,000, pedestrian kiosks ranging from $65,000-$80,000, and wall-mounted garage signs costing $20,000-$35,000. Historical revenue performance shows earnings increasing from $97,725 in fiscal year 2021-22 to $227,840 in fiscal year 2023-24. The university currently has a five-year service and warranty agreement with DDI, paying approximately $5,000 monthly for hardware coverage, programming, and annual warranty inspections. Vendors are required to submit detailed revenue projections, including a proposed payment for existing network assets, shared revenue percentage, and annual revenue sharing guarantees. The project aims to create a "University of Light" network that promotes community, campus safety, and generates revenue while maintaining a unified aesthetic and technological approach to digital signage.
