About this file

This document is a Questions & Answers addendum for a Request for Proposal (RFP) UU204763112 for an Outdoor Digital Signage Network Partnership issued by the University of Utah - Campus. The RFP seeks a vendor to manage and potentially expand the university's existing digital signage network, which currently includes vehicular monuments, pedestrian kiosks, and garage signs. The current network was initially installed by Display Devices (DDI) between 2021-2025, with 3 vehicular and 7 pedestrian signs, and additional signs installed in subsequent years. The university is using PlaySignage as its content management software and is open to potential expansion of the network, including exploring additional interactive capabilities.

The existing digital signage equipment has varying costs, with vehicular monuments priced between $90,000-$120,000, pedestrian kiosks ranging from $65,000-$80,000 (depending on interactive capabilities), and wall-mounted garage signs costing $20,000-$35,000. The university currently has a five-year service and warranty agreement with DDI, paying approximately $5,000 monthly for hardware coverage, programming, and annual warranty inspections. The network's historical revenue performance shows fluctuating returns, with fiscal years 2021-22 generating $97,725 and increasing to $227,840 in fiscal year 2023-24. The university is flexible about potential future fabricators but emphasizes maintaining the current quality, aesthetics, and functionality of the existing signage network.

Buying Organization University of Utah - Campus

No Question/Answer Question Date

Q1 Question: Current network

Can you provide Brand/Model and Age of the kiosks and screens currently installed on campus?

Answer: Display Devices designed and installed custom kiosks for us. Initial installs of 3 of the vehicular, 7 of the pedestrian was in 2021. The additional vehicular was installed in 2022. Remaining pedestrian signs were installed in 2024 and 2025. Garage signs were installed 2021-2022.

Q2 Question: Kiosk software

What software system is currently on the Digital Kiosks?

Answer: Our content management software is PlaySignage.

08/21/2025

Q3 Question: Current network fabrication

Did DDI fabricate all of the screens currently deployed, or just the Digital Kiosks?

Answer: Display Devices designed and fabricated all of the outdoor digital signage.

08/21/2025

Q4 Question: Other Fabricators

If DDI did NOT fabricate any of the existing screens in the network, would a successful bidder still be required to have them fabricate replacements at the end of their useful life?

Answer: DDI did fabricate all of the existing signs.

08/21/2025

Q5 Question: Alternate fabricators

If a vendor would like to consider an alternate fabricator to DDI, what is the process to get a design/fabricator approved?

Answer: Selecting an alternate fabricator would be part of the final contracting process. Vendors should indicate in their RFP response that they would like to consider alternates so the University knows.

Preferably, a different fabricator would be used consistently instead of someone new for each installation. Ultimately, final approval would depend upon a fabricator’s ability to match the quality, aesthetics, and functionality of existing signs and meeting the University’s expectations for equipment.

08/21/2025

Q6 Question: timing for fabricator approval

Would any alternate fabricators need to be approved as part of the submittal, or could al alternate get approved at the time a new screen/kiosk needed to be installed?

Answer: Selecting an alternate fabricator would be part of the final contracting process. Vendors should indicate in their RFP response that they would like to consider alternates so the University knows.

Preferably, a different fabricator would be used consistently instead of someone new for each installation. Will there be any remaining waranty time on any of the screens/kiosks at the time a new vendor might take responsibility for the network?

Q10 Question: copyrights

Are any aspect of the current signs protected by copyright or other intelectual property protections?

Answer: Whether or not any existing equipment is covered copyright or any other IP protections is a question the University would need to confirm with the current manufacturer. University has with DDI, and is it transferable to the winning vendor? What are the costs and services included under the warranty?

The University is currently in the second year of a five year service and warranty agreement with DDI for existing equipment needing extended coverage (older than 1 year post commissioning). It will be transferable to the winning vendor. Costs vary based on the equipment covered, but cover all hardware and programming necessary, annual travel for warranty inspections and covered work, etc. The University currently pays approximately $5,000 per month for this service and warranty coverage. Not all elements of that agreement will become the responsibility of winning vendor (4 garage signs, 1 LED sign near the central parking garage, and an indoor LED wall will remain the responsibility of the University).

apparent the University may consider funding the displays for an alternative revenue share package, will additional guidance be provided for submitting one or both options?

The University has decided to re-issue the RFP as previously issued, without an alternative operating model. All prior discussions held about this potential alternative model during the pre-proposal conference are not valid to the final evaluation of this RFP.

Additional question asked during the pre-proposal conference:

Can you provide the measurements for some of the “dream stuff” showcased in the pre-proposal conference?

Dimensions (if possible) for some of the dream stuff:

• Banners between the girders at Rice-Eccles:

o 23' wide x 34' tall - old picture attached.

• Gateway arches:

o See attached renderings for estimates to use as a baseline.
