About this opportunity

The Georgia Department of Community Affairs is requesting proposals from developers for the Project-Based Voucher Program to fund up to 1,200 vouchers for new and existing housing construction projects across all 149 Georgia counties served by DCA, with proposals due June 6, 2022 at 5 p.m. Participation requires compliance with Fair Housing and Equal Opportunity requirements. This is a paper solicitation; responses must be submitted in binder format with USB drive to DCA's Executive Office at 60 Executive Park South NE, Atlanta, Georgia 30329, Attention: Demetria Jones, Procurement Officer.

Eligible projects must contain a minimum of 16 units with PBV-designated units serving households at or below 50% of area median income; developers may request vouchers not exceeding 25% of total dwelling units. Ineligible property types include shared housing, institutional grounds, nursing homes, educational institution housing, manufactured homes, cooperative housing, transitional housing, owner-occupied units, and units with other federal, state, or local housing subsidies. For new projects, construction must commence within 15 months and occupancy within 24 months from preliminary award. Applicants must demonstrate site control. Rent to owner cannot exceed 110% of applicable Fair Market Rent. At least 75% of approved families must have annual incomes not exceeding 30% of area median income.

DCA's evaluation panel scores proposals on a 100-point rubric: owner experience and capability (30 points), deferred developer fees (15 points), financial viability and proforma (20 points), alignment with poverty de-concentration goals (10 points), service to extremely low-income households at 30% AMI or lower (10 points), immediate occupancy availability (10 points), and property location relative to limited housing options (5 points). DCA will enter into Housing Assistance Payment contracts with selected owners for terms up to 20 years, subject to funding availability. The PBV Selection Panel expects to complete review and approve awards by August 31, 2022. DCA reserves the right to reject any or all proposals and may award fewer units than requested if applicants agree to lower numbers.
