About this opportunity
The Housing Authority of Prince George's County (HAPGC) has issued Request for Proposals No. 2023-104 for Project-Based Vouchers (PBVs) under HUD's Housing Choice Voucher program. The procurement seeks proposals from property owners and developers to provide up to fifty project-based vouchers per award to house families referred from HAPGC's waiting list. Eligible housing types include new construction (proposed, under construction, or existing less than one year), substantial rehabilitation, and existing housing that meets HUD Housing Quality Standards, with properties mandated to be located within Prince George's County, Maryland. The solicitation operates as a rolling RFP with four quarterly rounds: Round 1 due September 29, 2023; Round 2 due December 15, 2023; Round 3 due March 19, 2024; and Round 4 due June 19, 2024. Respondents must demonstrate substantial experience, including at least five years of ownership experience in affordable rental housing, at least five years of management experience, and evidence of developing or owning rental properties, with maximum evaluation points awarded for twenty or more years of experience and one hundred or more units developed as primary or co-sponsor in the past five years.
The RFP does not specify set-asides for minority or women-owned business enterprises, though MBE/WBE firms are encouraged to submit proposals and may include participation plans demonstrating best efforts toward compliance. Respondents must submit comprehensive documentation including site control documentation, zoning approvals, architectural plans, operating budgets, management plans, and three business references. Required insurance includes professional liability ($1,000,000 per occurrence, $2,000,000 aggregate), commercial general liability ($1,000,000 per accident, $2,000,000 aggregate), business automobile liability ($500,000 combined single limit), and workers' compensation with statutory limits. The Housing Assistance Payment (HAP) contract term is fifteen years with an option for renewal for an additional fifteen years at HAPGC's discretion. HAPGC will provide written selection decisions within sixty to ninety days of proposal submission and may award up to 120 percent of the Small Area Fair Market Rent in contract rent for each unit. All submissions must be made electronically through HAPGC's eProcurement portal, with projects that have previously received PBV assistance from HAPGC being ineligible to apply.
