About this file

This is a Questions & Answers document issued by the Georgia Department of Community Affairs (DCA) in response to supplier inquiries regarding RFP Number 220225-000162 for the Project-Based Voucher (PBV) Program. The RFP seeks proposals from developers for housing projects utilizing Project-Based Vouchers across the 149 Georgia counties served by DCA, with up to 1,200 vouchers available for funding. The solicitation was initially posted on April 6, 2022, with a deadline of June 6, 2022, at 5 p.m. The RFP document was issued on May 6, 2022, by Demetria Jones, the issuing officer, with contact available at Demetria.Jones@dca.ga.gov or 404-679-1740. Applicants are required to submit one original and one copy of owner applications in paper format accompanied by a USB drive, and must provide narratives addressing seven ranking and selection criteria along with supporting documentation.

The Q&A clarifications address key submission and programmatic requirements for interested applicants. Property owners must identify a principal contact person who will serve as the primary point of contact for the application and must explain their rationale for layering their property with PBV Assistance. Regarding Davis-Bacon wage requirements, the document clarifies that these apply to existing PBV units when work performed before or within eighteen months after execution of the Housing Assistance Payment (HAP) contract constitutes project development, with development defined as construction or rehabilitation of PBV housing after the proposal selection date. Participation in the PBV program requires compliance with Fair Housing and Equal Opportunity (FHEO) requirements. This is a paper solicitation not submitted through Team Georgia Marketplace, with additional program information available on the GA DCA website.

4. 4

Under Application Content section, #4 requests “Need for PBV Assistance”. Can you clarify what you are seeking for us to provide for this piece?

Content page 6

We are requesting the Property Owner to explain why they would like to layer their property with PBV Assistance.

5. Since our project is already under construction can you confirm that we would be exempt from the Davis Bacon requirement for construction?

Would it only be for vendors post-closing?

Description of PBV Program

Davis-Bacon requirements apply to existing PBV units when the nature of any work to be performed either before the execution of the Housing Assistance Payment (HAP) contract or within eighteen (18) months after execution constitutes project development. The PBV program defines "development" as construction or rehabilitation of PBV housing after the selection date for a proposal. The scope and timing of the "development" work are important to determining whether Davis-Bacon requirements apply to existing housing under the PBV program.
