About this file

This is a Notice of Award document issued by the Georgia Department of Community Affairs (DCA) for the Project-Based Voucher (PBV) Program RFP 42800-DCA001. The solicitation sought proposals from developers for housing construction projects within the 149 Georgia counties served by DCA, with proposals due by June 6, 2022. The award was posted on November 18, 2022. Twelve successful offerors were selected to receive project-based vouchers for a total of 234 units across multiple properties: Ashley Riverside (33 units), Ashley Station I and II (25 and 25 units), Gardens Macon LP (20 units), Heritage Corner Row and Heritage Place (17 and 22 units), Highlands at Kayne Boulevard (16 units), Hillcrest Senior II (20 units), IDP-Southfork Apartments and IDP-The Ashbury (24 and 19 units), Mercy Housing Southeast (19 units), and Woodlands Albany LP (16 units). The RFP permitted proposals for up to 1,200 total vouchers statewide.

Seventeen unsuccessful offerors were identified with specific reasons for non-award. Nine proposals did not meet the minimum 16-unit requirement, seven were deemed not within DCA Housing Choice Voucher (HCV) jurisdiction, and one supplier withdrew its response. All award amounts are noted as estimates only given that this is an open agency contract with the potential for primary and secondary awardees. Protests must be submitted electronically to doas.protests@doas.ga.gov in accordance with the Georgia Procurement Manual. Issuing Officer Demetria Jones can be contacted at Demetria.Jones@dca.ga.gov for additional information regarding the award.
