About this opportunity
The City of Plant City, Florida, is issuing a Request for Qualifications (RFQu) under Florida Statutes Section 287.055 (the Consultants Competitive Negotiation Act) for continuing professional consulting services in engineering and surveying disciplines. The procurement seeks qualified firms to provide on-call support for planning, design, permitting, bidding, construction administration, and related services for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. Seven discipline categories are available for competition: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Firms must submit separate responses for each discipline category of interest, with each submission limited to 50 pages. The question submission deadline is May 11, 2026, at 5:00 p.m., and proposals are due by May 21, 2026, at 2:00 p.m., via the City's e-Procurement Portal, with evaluation committee meetings scheduled for May 27, 2026. Respondents must demonstrate compliance with all applicable federal, state, and local laws, including E-Verify employment verification requirements, and must maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage.
The resulting contracts will be effective upon issuance and extend for three years, with renewal options for two additional two-year periods at the City Manager's discretion, with fees remaining firm for the initial contract term and any renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. The City has not designated set-asides for disadvantaged enterprises but offers local preference points (1.5% of total score) to respondents who maintain a physical office within Plant City with at least two full-time employees, hold current Florida business tax certification, possess required professional licenses, and have been established for at least six months prior to the submission deadline. No minimum work volume is guaranteed under the continuing contracts, and the City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise. The City Manager may award contracts under $50,000; the City Commission makes final decisions on contracts exceeding that threshold. No specific budget range or incumbent vendors are identified in this procurement notice.
