About this file
This is a Request for Qualifications (RFQ) submission document from NOVA Engineering and Environmental, LLC in response to the City of Plant City's RFQ 21-020EN-FC for Library of Engineering Services on a continuing contract basis. The procurement seeks qualified consulting firms to provide geotechnical engineering and environmental engineering services for the City's infrastructure and capital improvement projects. NOVA submitted qualifications for two service categories: Environmental Engineering (Category 3) and Geotechnical Engineering (Category 5). The proposal submission deadline was December 10, 2020, and NOVA acknowledged receipt of four addenda issued during the solicitation period. The resulting contract, if awarded, would establish an on-call continuing services arrangement with no guaranteed minimum work volume, extending for an initial term with potential renewal options at the City Manager's discretion. NOVA's proposed team includes Executive Vice President Bob Hughes as Principal-In-Charge, Brian Schnier as Geotechnical Services Project Manager, and Larry Schmaltz, PE as Environmental Services Project Manager, supported by additional staff engineers, laboratory technicians, and specialized professionals.
NOVA indicated current workload capacity of approximately 75 percent, with significant availability expected as current projects wind down. The firm highlighted its local presence through a Tampa branch office located 4524 Oak Fair Boulevard, Suite 200, Tampa, Florida 33610, enabling responsive service delivery to Plant City. NOVA does not qualify for local preference points under the City's policy as it does not maintain a physical office within Plant City's city limits and has not obtained a City business license. The firm holds current professional liability insurance ($2 million per occurrence/$4 million aggregate), workers' compensation coverage, and pollution liability insurance. NOVA's compensation structure would be established through task order agreements developed collaboratively with City staff, utilizing the firm's DELTEK financial control system for project cost tracking and budget management. The firm acknowledged compliance with all required certifications including AASHTO and AMRL accreditations for its laboratories, and identified Ambient Technologies, Inc. as a certified Minority Business Enterprise subcontractor for drilling services.

TAB A: ABILITY OF PROFESSIONAL PERSONNEL &
STAFF EXPERIENCE
a) Illustrate the Respondent’s organizational chart as it relates to professional services categories listed in the “Scope of Services” section of this RFP, indicating key personnel and their relationship to project categories, especially the Project Manager.
b) Indicate the general and specific project related capability, including training and experience, of all the proposed staff and indicate the adequate depth and abilities from within the organization which can be drawn upon as needed, including management, technical, and support staff. Give brief resume of the key person(s) to be assigned responsibilities for projects under this RFP.
Please see all resumes at the end of Tab A. (Resumes include: Bob, Brian, Larry, William Johnson, Brian Dennis and Corey Dobson, Ken & Dave)
c) Describe the capabilities of Respondent’s staff who will provide technical services required for:
1) Change order negotiation;
CHANGE ORDERS
NOVA’s tolerance for Change Orders is extremely low. We believe that with our thorough Pre-Design Survey, which findings are reflected in our Design, minimizes the need for Change Orders. Even with this said there can be true unforeseen conditions and also expected Change Orders (add or deduct).
2) Claims management;
During construction, all field inspectors and special inspectors are responsible to write daily field reports identifying what work was performed and what was found to be in compliance and non-conformance with the specifications and drawings. Any non-conformance items found will be detailed in the report and reported immediately to the Contractor and NOVA Project Manager. The Project Manager and field personnel will discuss means and methods to resolve the non-conformance issues and these will be discussed with the Contractor for resolution. The Program Manager and/or Principal Engineers will be consulted, as needed, to assist in resolving issues. The Project Manager will be responsible for reviewing the technician’s or inspector’s daily reports and communicating the inspection and test results daily to the designated City, Project Team, or Contractor representatives. The Project Manager will also be responsible for timely submittal of engineering reports, test results, and daily inspection reports
The lead Inspector and Project Manager will set up an Excel spreadsheet and maintain a log of non-conforming items that will be reported to the Project Team on a regular basis. These logs will be maintained and updated by the Project Manager and will be provided to all field personnel. Once these items have been resolved, they will be noted as “Resolved” on the spreadsheet and can be incorporated into our Weekly Discrepancy Log reports to the project team and Contractor representatives
3) Cost control;
COST CONTROL
We have numerous clients that utilize our knowledge and experience in establishing preconstruction budgeting for these services. We are always realistic in our approach to establishing the budgets for we understand that funding is limited, and overages can affect the overall plan of a project. It is always beneficial to have a construction schedule in establishing a budget, but with our experience we have historic information that allows us estimate and cross check our budgets with construction costs and/or cost per square foot for structures that are constructed with different materials. In fact, we feel so confident with our budgeting process, we have utilized lump sum budgets for projects when a client desires this contracting method for our services.
4) Cost estimating of the guaranteed maximum price;
PRECONSTRUCTION COST ESTIMATING METHODS VS. ACTUAL SUBCONTRACTOR BIDS.
NOVA provides a preconstruction cost estimate. We understand that costs must be budgeted so a preconstruction cost estimate is vital in securing the necessary funds. NOVA utilizes local recent “like-kind” construction pricing and project logistics as the basis for determining remediation construction costs. This information can be input into one of several cost estimating software programs, such as RS Means and Xactimate. The result is a cost estimate that takes into consideration most of the governing factors in determining a remediation cost. As many factors influence the cost of remediation construction, only true competitive bidding can provide accurate numbers.
5) Constructability analysis;

6) Design;
Geotechnical and environmental engineers who performed design phase subsurface explorations for individual projects will serve as geotechnical and environmental engineers during the construction phase, as earthwork and foundation/slab/pavement construction occurs. There is an intrinsic link between the work performed during the subsurface exploration and soils activities during construction, and the continuity of having the geotechnical engineer of record and environmental professional involved throughout is critical to the success of the project. This continuity ensures that assumptions and recommendations made during the design phase are carried out, and that site conditions when opened up are similar to conditions encountered during the exploration phase.
Controlling schedule and cost are paramount to a successful relationship between our team, Plant City staff, and their citizens.
Our procedures for controlling schedule and cost includes three basic components:
1. Information Gathering – The first component would include the necessary research and meeting(s) with the City Project Manager and any other individuals on the design or construction team. Our Overall Project Manager and Principal Engineer would likely attend this first meeting. This would establish the appropriate and essential lines of communication. We would also expect that the exact task order requirements and expectations of the City would be expressed and discussed during this initial meeting, as well as relevant project documents that represent the project and will aid our evaluation.
2. Evaluation – The second component consists of evaluating the requested task and developing the appropriate scope of work. The NOVA Overall Project Manager and Principal Engineer would take the information gathered during the team meeting and engage the appropriate subcontractor or NOVA discipline lead to develop the appropriate scope of work, estimated fee and proposed schedule. Our Overall Project Manager will coordinate this effort and submit scope of work documents to the City for review and approval.
3. Implementation – The third component would be implementation of the agreement and the kick-off of the services.
We believe this will be a successful effort, because both the City staff and NOVA’s staff all have a wide range of experience managing and working in on task-order contracts. The key component is the active involvement by our Overall Project Manager and Principal Engineer with each task order, no matter what discipline(s) are required. These individuals have extensive project management experience and are proactive communicating with our clients.
NOVA uses the web-based DELTEK financial control system to track project costs. DELTEK is presently being used by NOVA to track costs per F.A.R. requirements and is used as a tool of project management. Using DELTEK, the Project Manager will be able to track costs on a weekly basis, as long as the required information is input (man hours and related project costs) and compare with the overall budget.
Scheduling of the required inspection work will be performed by the Project Manager with input from the field inspection personnel and Contractor representatives as to the required services needed on any given day. The Discipline Lead may fill in from time to time when the Primary Point of Contact is unavailable or is on vacation.

9) Quality control (construction);
QUALITY ASSURANCE AND QUALITY CONTROL PRACTICES
NOVA’s success over our many years in the industry is largely attributable to our capabilities in project management and our depth of knowledge of construction and the construction industry. Mr. Schnier will be the Primary Point of Contact and direct, supervise, and coordinate NOVA resources for the different selected disciplines. NOVA will assign Larry Schmaltz, PE as the Environmental Services Project Manager and Brian Schnier as our Geotechnical Services Project Manager. Both are located in the Tampa, Florida office. The project team’s responsibilities will include environmental and geotechnical oversight, review, reporting, consultations, OAC meetings, deficiency logs and updates, budget management, invoicing, and submittal reviews when applicable. Mr. Schnier will be the main point of contact and will be responsible for the facilitating NOVA resources to the project, corresponding and communication with involved parties from the team members. Mr. Schmaltz will be involved with the environmental project set-up as it relates to budgeting and contractual obligations, Non-Compliance Resolution, Quality Control, Schedule monitoring and control, budget monitoring and control, technical services oversight and final invoicing review.
NOVA has a long established written Technical Operations and Quality System Manual (TOQSM) that has the full support and commitment of our employees, which ensures success of every project we undertake. Our programs are directly work related and are based on realistic and practical work needs. Our TOQSM is a critical component to our AASHTO, AMRL and CCRL accreditations held by each of our offices. The TOQSM is reviewed and updated on an annual basis by NOVA’s Principals to stay current with ever changing requirements, and the TOQSM is also reviewed by independent outside agencies such as AMRL and CCRL on a periodic basis.
NOVA also maintains an active calibration program of all field and laboratory equipment. NOVA’s Quality Assurance Manual notes the calibration frequency of every piece of equipment requiring calibration and details the step-by-step process to perform the calibration. Additionally, all calibration standards must be traceable to NIST standards.
Our TOQSM is a comprehensive guide to providing quality testing and inspection services. Some of the items addressed in our TOQSM include:
• Staff Training and Qualification
• Quality Planning and Internal Audits
• Equipment Maintenance and Calibration
• Test Methods and Procedures
• Sampling and Transportation of Test Specimen
• Reporting and Records Retention
To maintain consistency with the industry and have a 3rd party opinion in regard to our procedures and Quality, NOVA participates in AMRL and CCRL inspections and split sampling testing, which is in conformance with ASTM E329 and AASHTO R18 requirements. The split sample testing programs administered by these inspection agencies in done by all participating companies across the US and the results are compared and evaluated against a base test sample conducted by the agency.
10) Value engineering;
N/A
d) Responses shall include information indicating if the Respondent was not the lead consultant for mentioned projects, description of actual involvement, percentage of work subcontracted for mentioned projects. Also, project descriptions included in staff resumes should provide some detail of the person’s actual involvement with the project.
Because of our in-house capabilities, NOVA is typically the lead consultant on all our projects. Our services are typically contracted through the owner. Project descriptions included in our resumes provide detail of the person’s actual involvement with the project.
