Re: Letter of Interest for Library of Engineering Services for Continuing Contracts Solicitation Number RFQ 21-020EN-FC

Dear Mr. Storey:

PPM Consultants, Inc. (PPM) appreciates the opportunity to present our environmental engineering services (Category 3) to Plant City as requested in Solicitation number RFQ 21-020EN-FC. PPM is confident that we have the management and technical expertise needed by Plant City for successful execution of the contract.

Our firm was founded in 1994 as an environmental and engineering consulting firm specializing in assessment and remediation of soil and groundwater contamination sites. PPM, a Subchapter S corporation, has a flat and efficient organizational structure consisting of principals, office managers, project managers, geologists, engineers, field staff, and support personnel. This approach ensures minimal overhead and allows for more efficient operations while accomplishing the firm’s mission of “simplifying the complex.”

We believe our achievements are based on our unwavering commitment to exceed client expectations in every facet of service that we offer, and we recognize that the success of PPM is inherently tied to the success of our clients.

PPM’s steady growth and success has been fueled by providing common-sense and cost-conscious solutions to our clients’ environmental issues. PPM currently employs over 100 engineers, geologists, toxicologists, biologists, and environmental scientists in seven offices throughout the southeast. Work under this contract will be conducted out of our Altamonte Springs, Florida office.

PPM has matured into the ranks of one of the 200 largest environmental firms in the country according to Engineering News Record (ENR 200) and has been repeatedly named one of the 50 fastest growing engineering and environmental firms in the country by ZweigWhite Associates. In addition, Inc. Magazine has named PPM to the list of 500 fastest-growing companies in the country.

The assessment and remediation experience of PPM's team encompasses gas stations, dry cleaning facilities, industrial and government sites contaminated with chlorinated solvents, petroleum, pipelines, refineries, bulk fuel terminals, chemical plants, and various commercial and industrial sites. The PPM project team approach utilizes the individual technical talents of engineers, geologists, and environmental scientists to enhance remedial design efforts, streamline project efforts, and shorten the time required to complete cleanup.

PPM is uniquely qualified to provide services to Plant City for the following reasons:

· PPM has extensive ASTM Phase I and II Environmental Site Assessment experience: PPM has conducted thousands of site assessments for due diligence, petroleum cleanups, and hazardous waste cleanups. These assessments have been conducted for private clients, government clients, and under brownfield grants.

· PPM has assessment and remediation experience with a wide-variety of contaminants: PPM is one of the most experienced firms in the southeast when remediating contaminants in terms of the sheer volume of projects. PPM has assessment and remediation experience with almost every conceivable geologic environment throughout the southeast including karst, fractured bedrock, swamps, interbedded sand, silt, clay, gravel, and petroleum mixed with deposited waste material.

· PPM has extensive assessment and remediation experience with hazardous chemicals: The PPM team has assessment and remediation experience at sites contaminated with metals, pesticides, herbicides, fertilizer, and other hazardous chemicals. This includes one of the largest designated brownfields sites in Florida where PPM was on a team that successfully remediated a chlorinated solvent plume at the U.S. Department of Energy Young-Rainey STAR Center in Largo, Florida in 10 months of system operation. The plume was over one acre in size and 40 feet deep and included dissolved and non-aqueous phase liquids.

· PPM has an excellent track record of achieving site closure: Many consultants have remediation experience, but what is more important is the number of sites that are brought to closure while gaining this experience. PPM has received “No Further Action” status for hundreds of sites that have been impacted by various contaminants. We have technical specialists who understand the relationship between environmental and economic issues. Our team has brought these sites to closure using common sense solutions that are also the most economical solutions. Many regulatory personnel have stated we have one of the best track records of achieving closure.

· PPM has been assisting clients with EPA Brownfields assessment grants since 1997 when the initial EPA brownfields pilot grant program was established. PPM has experience working with over 200 cities and municipalities in developing brownfields programs and we are confident that our knowledge and capabilities will be an asset to Plant City.

· PPM has the experience to provide all services required under Brownfield Assessment and Cleanup Grants including all management tasks. PPM is prepared to meet all federal requirements for work funded under the United States Environmental Protection Agency.

The PPM personnel assigned to this contract have more than 100 years of experience delivering environmental consulting services in and around the central Florida area. That depth of local knowledge combined with decades of project management experience across disciplines has allowed PPM to build a project team capable of delivering to Plant City a full range of environmental and engineering services.

PPM is confident that our proficiency in providing past and current successful environmental and engineering support will be beneficial to Plant City for your environmental service needs. Please feel free to contact me with any questions at 407.240.1127.

Sincerely, Amy L. Guilfoyle District Manager

Company Overview PPM is an environmental and engineering consulting firm comprised of professionals dedicated to providing our clients with innovative and cost-effective solutions to their environmental and engineering needs. PPM was started with five employees in 1994 in Monroe, Louisiana. Since that time, PPM has grown to a firm of over 110 employees having seven offices across the southeast. Now, PPM is one of the leading environmental firms in the Southeast and has matured into the ranks of the 200 largest environmental firms in the country according to Engineering News Record (ENR 200). Inc.

Magazine has named PPM to the list of 500 fastest-growing companies in the country. PPM has repeatedly been named one of the 50 fastest-growing engineering and environmental firms in the country by ZweigWhite Associates, Inc.

Since our inception in 1994, PPM has achieved a steady growth by providing common sense and cost-effective solutions to environmental regulatory needs while at the same time producing a high quality work product. PPM has also gained a good reputation as an environmental science and engineering consulting firm for exceeding our clients’ expectations of our specialized environmental services provided. The PPM Difference PPM is unique among most of the firms in our industry. We focus solely on your environmental issues. Therefore, we do not try to provide every service imaginable without building specialized experience in none. That is why PPM has so many personnel that really know their subject well, as it relates to your environmental needs. Our company is filled with experts who have 20 or more years of environmental consulting experience.

Whether it is concerning underground storage tanks (USTs), air permitting, National Environmental Policy Act (NEPA), due diligence, or any regulatory compliance issue, we have the resources to assist you with your environmental needs. There are several other factors that differentiate PPM from your typical environmental firm. These include:

· Our company always strives to put principal over profit. Profit to us is meaningless unless we have brought value to our clients for the services we have provided and we have provided that services with integrity.

· Our firm focuses only on providing environmental services. Because we focus only on this services, our personnel have become very knowledgeable specialists that know how to manage your environmental issues.

· PPM has built a strong and lasting relationship with federal state and local environmental regulatory agencies based upon trust and high quality work. That is one of the reasons that many of the states that we work in hire us directly for manage their environmental projects. We have been performing work for some of these state agencies for almost 20 years.

· PPM has an excellent track record of bringing closure to environmental projects. For example, PPM has closed over 800 sites that have required some form of assessment and remediation.

Comparatively, this is a huge number considering the size and age of our firm.
