About this file
This document is an addendum to the City of Plant City, Florida's Request for Qualifications for professional consulting services in engineering and surveying disciplines under Florida Statutes Section 287.055. The procurement seeks qualified firms to provide on-call support across seven discipline categories: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Services cover planning, design, permitting, bidding, construction administration, and related activities for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. Firms must submit separate responses for each discipline category, with submissions limited to 50 pages. The question submission deadline is May 11, 2026, at 5:00 p.m., and proposals are due May 21, 2026, at 2:00 p.m., via the City's e-Procurement Portal. Evaluation committee meetings are scheduled for May 27, 2026. The resulting contracts are effective upon issuance and extend for three years, with renewal options for two additional two-year periods at the City Manager's discretion.
Fees remain firm for the initial three-year contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. Respondents must maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage. The City has not designated set-asides for disadvantaged enterprises but offers local preference points (1.5% of total score) to firms maintaining a physical office within Plant City with at least two full-time employees, current Florida business tax certification, required professional licenses, and at least six months of establishment prior to submission. No minimum work volume is guaranteed, and the City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise. Respondents must demonstrate compliance with all applicable federal, state, and local laws, including E-Verify employment verification requirements. Award authority rests with the City Manager for contracts under $50,000 and the City Commission for contracts exceeding that threshold.
