About this file

This document is a submittal for library professional services from Metzger Willard in response to the City of Plant City, Florida's Request for Qualifications for Professional Consulting Services Continuing Contracts. The City seeks qualified firms to provide on-call professional consulting services in engineering and surveying disciplines for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. Seven discipline categories are available for competition: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Firms must submit separate responses for each discipline category, with submissions limited to 50 pages. The question submission deadline was May 11, 2026, at 5:00 p.m., with proposals due by May 21, 2026, at 2:00 p.m., via the City's e-Procurement Portal. Evaluation committee meetings were scheduled for May 27, 2026. The resulting contracts extend for three years from the effective date, with renewal options for two additional two-year periods at the City Manager's discretion.

Respondents must maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage, while demonstrating compliance with all applicable federal, state, and local laws, including E-Verify employment verification requirements. Fees remain firm for the initial contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. The City offers local preference points (1.5% of total score) to respondents maintaining a physical office within Plant City with at least two full-time employees, current Florida business tax certification, required professional licenses, and at least six months of establishment prior to submission. No set-asides for disadvantaged enterprises have been designated, no minimum work volume is guaranteed, and no specific budget has been identified. The City Manager may award contracts under $50,000, while the City Commission makes final decisions on contracts exceeding that threshold.

ABILITY of PROFESSIONAL PERSONNEL and STAFF EXPERIENCE

December 10, 2020 Library of Engineering Services for Continuing Contracts Page 1.1

Metzger + Willard, Inc. (MWI) has provided engineering services to Tampa Bay area municipalities for more than 41 years. The majority of these projects have been conducted under continuing contracts. These services have included a broad array of projects from small studies to the design of large facilities requiring multi-discipline services. Because of this history, MWI staff are intimately familiar with utility operations, regulatory constraints and future needs. The focus of practice at MWI is strictly on utility infrastructure planning, design, construction and operation. As a result, our professionals have the in-depth backgrounds necessary to successfully perform services under a miscellaneous services contract where a diversity of projects may be assigned. The firm can also provide in-house survey and mapping, subsurface utility engineering, and construction management and inspection. This diversity makes the MWI project team uniquely qualified to meet the City’s needs under the proposed contract.

We believe this offers the City the best experience available in the area targeted to the City of Plant City’s needs.

To illustrate our comprehensive project team experience and capabilities as it relates to projects envisioned in this contract; we provide the following table, showing the key individuals that will be assigned, their particular areas of expertise (relative to the contract needs), and importantly, years of experience.

An organization chart, defining key personnel roles and hierarchy has been provided on Page 2. Resumes of the key Metzger + Willard, Inc. team members are included at the end of this section. Refer to Pages 3 through 24.
