Page | 2 and the task order-level quality control plan — essentially, all the information necessary for the Project Manager to manage the project in one concise, comprehensive document. Likewise, the PMP will be the Project Team’s guide to successfully accomplishing the work within an agreed upon budget and schedule. The information in The PMP is standardized, which enables all members of the design team to know where to find information and how to quickly access it. The PMP will be reviewed in compliance with the Maser Consulting QA/QC Program for every Task Order to assure consistency, quality, budget, schedule, and delivery.
OWNER’S PROJECT REQUIREMENTS
Upon award, the Maser Consulting team will work with the owner to review or further develop the Owner’s project requirements and detail further the project scope. At this time, the team will detail functional requirements of the project, location, operational requirements, and the project expectations. This includes project and design goals, measurable performance criteria, budgets, schedules, success criteria, stakeholders’ interests, owner’s directives, and supporting information. It also will include information to assist the project team to properly plan, design, construct, and the owner to operate, and maintain systems.
DESIGN BASIS DOCUMENT
Design basis documents and Standards developed by the client will be reviewed and incorporated into the design planning. Design basis documents will become a compilation of the clients’ system and design basis documents, concepts, calculations, codes and standards, and equipment selections used to meet the project criteria and to satisfy applicable regulatory requirements, standards, and guidelines. The document will include both narrative descriptions and specific assumptions made by the Maser Consulting project design team during design development.
DETAILED DESIGN
Detailed Design is an expansion of the design basis in performing design specific calculations, design drawings, diagrams, specifications, and material selections. During this phase, size and placement of equipment is determined along with establishing interconnection of components. In addition, detailed coordination between disciplines occurs. For existing facilities, Maser Consulting will conduct surveys as needed utilizing its wide range of capabilities of the site to collect or verify site data that includes, documentation or verification of existing systems, identification of facility attributes and deficiencies, and document or verify existing dimensions that may impact the project. In addition, existing NERC compliance and requirements to bring a facility into compliance may be required.
FINAL DESIGN
Upon approval by the client of the detailed design, the Maser team will begin the Final Design Development Phase of the project. During the Final Design Development phase, comments from the Design review are incorporated and final drawings and other documents are generated. In addition, detailed coordination between disciplines continues. A review of the budget will be conducted and value engineering if required will be evaluated at this stage. A constructability review will also be conducted once construction documents are complete. Addressing constructability issues in this phase tends to lead to a project with less conflicts and construction issues ultimately producing a better installation at lower cost. Maser Consulting will conduct a final review with the project stakeholders to ensure compliance with the project requirements.
PROCUREMENT PHASE

The company has a dedicated T1 connection to the Internet, web servers and a dedicated server for e-mail and project scheduling are based on Microsoft Exchange®. The project management software used is “best-of-breed”, Enterprise-Wide Project Management® by Primavera Systems, Inc. and Microsoft Project®. The use of project scheduling software provides the capability of pooling various staff resources across the organization. Maser Consulting Internet capability also allows for the creation of a dedicated and secured web site for selected projects.
RISK ANALYSIS/ASSESSMENT
During the initial review of the project scope of work a Project Risk Analysis/Assessment will be performed for selected projects. Projects that are complex, high-cost, high-risk, fast tracked or at the client’s request, will undergo a risk analysis assessment. The purpose of this assessment is to identify project related impediments that may have the potential to negatively impact the schedule, budget or both. Identifying potential problems early during the initial project life will help determine a more realistic project schedule and budget, increase project success. Early identification of potential impacts and mitigation measures will prevent these impediments from occurring at a future date that may overwhelm project resources with devastating effects. The project manager will reach-out to the various Subject Matter Experts (SME) in the various disciplines within Maser Consulting to assist in the risk assessment.
PROJECT SCOPE OF WORK/CPM PROJECT SCHEDULE
The final scope of work authorized by the client forms the baseline for the official project budget and project schedule. The project schedule is developed based on a “time-is-of-the-essence” philosophy that identifies the logical work path through all activities, thus defining the project Critical Path (Critical Path Method- CPM). The CPM schedule identifies project milestones and deliverables and reflects the approved person-hours and costs needed to complete the project based on the approved project budget (cost-loaded schedule). This cost loaded CPM schedule is updated periodically from actual time charged against the project, including project direct expenses.
QUALITY ASSURANCE AND CONTROL
Maser Consulting has a strict policy to establish, commit to, implement, and monitor a Quality Assurance/Quality Control (QA/QC) program for every project, allowing for the production of quality deliverables for our clients.
This QA/QC program is continually monitored to maximize its success and to identify possible improvements.
Each Maser Consulting employee is a part of this QA/QC program. Their use of carefully managed processes, guidelines, and state-of-the-art tools is conducive to the creation of products and services which meet defined client requirements. The Maser Consulting QA/QC program applies to all of our disciplines and office locations.
Throughout the organization, each Department Manager is responsible for the following: Communicating the firm’s QA/QC policy to employees Developing quality plans and reviews Implementing a quality management system to consistently achieve superior services Monitoring and continually improving the level of client satisfaction.
Providing mentoring and training to develop and continually improve employee performance

The Maser Consulting QA/QC Program manual is distributed to all Project Managers, Department Managers, Division Directors, and Executives of the firm. The manual is designed to help Project Managers implement practices for effective project management and incorporates department-specific guidelines as they are developed.
The Maser Consulting QA/QC process is broad-based and incorporates several layers of pro-active and review based quality checks. At the heart of the process is a Quality Assurance Surveillance Plan (QASP) that addresses a number of key quality related project elements:
Roles and responsibilities of project team members.
Performance objectives.
Methodologies used to monitor and evaluate performance.
Quality assurance reporting and analysis of quality assurance monitoring results.
High-level overview of the organization’s corrective action management approach and documentation process.
Based on the QASP, the team’s task execution and work product development are guided by a defined process and periodic reviews that begin before the program is awarded. This includes:
In-depth review of the Scope of Work (SOW)/Performance Work Statement (PWS) that will be deployed for the project
Review of applicable lessons learned from past projects Review of the project response document to enable compliance with the
Scope of Work
Once a project is awarded, the QA/QC process is focused on proper coordination of tasks among team members, adherence to schedule and ensuring that the requirements of the SOW/PWS are met. This requires open lines of communication between the Program Manager and the team leads as well as periodic interim reviews of technical analysis, solution development, overall project progress and the initial versions of the project’s work product.
