About this file
This is a response document submitted by Madrid to the City of Plant City, Florida, for a Request for Qualifications (RFQu) under the Consultants Competitive Negotiation Act for professional consulting services in engineering and surveying disciplines. The procurement encompasses seven discipline categories: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Services include on-call support for planning, design, permitting, bidding, construction administration, and related activities for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. The question submission deadline is May 11, 2026, at 5:00 p.m., with proposals due May 21, 2026, at 2:00 p.m. via the City's e-Procurement Portal. Evaluation committee meetings are scheduled for May 27, 2026. Resulting contracts are effective upon issuance and extend for three years with renewal options for two additional two-year periods at the City Manager's discretion.
Respondents must maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage. Fees remain firm for the initial contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. Local preference points (1.5% of total score) are available to firms maintaining a physical office within Plant City with at least two full-time employees, current Florida business tax certification, required professional licenses, and establishment for at least six months prior to submission. The City has not designated set-asides for disadvantaged enterprises and does not guarantee minimum work volume under the continuing contracts. The City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise. The City Manager may award contracts under $50,000; the City Commission makes final decisions on contracts exceeding that threshold. E-Verify employment verification and compliance with all applicable federal, state, and local laws are required.
