About this file
This is a Request for Qualifications (RFQu) document issued by the City of Plant City, Florida, for continuing professional consulting services in engineering and surveying disciplines under Florida Statutes Section 287.055. The City seeks qualified firms to provide on-call support across seven discipline categories: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Services will support planning, design, permitting, bidding, construction administration, and related activities for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. Firms must submit separate responses for each discipline category of interest, with submissions limited to 50 pages. The question submission deadline is May 11, 2026, at 5:00 p.m., and proposals are due May 21, 2026, at 2:00 p.m., via the City's e-Procurement Portal. Evaluation committee meetings are scheduled for May 27, 2026. Resulting contracts will be effective upon issuance and extend for three years, with renewal options for two additional two-year periods at the City Manager's discretion.
Fees will remain firm during the initial contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. The City offers local preference points (1.5% of total score) to respondents maintaining a physical office within Plant City with at least two full-time employees, current Florida business tax certification, required professional licenses, and six months of prior establishment. No set-asides for disadvantaged enterprises have been designated, and no minimum work volume is guaranteed. Respondents must comply with E-Verify employment verification requirements and maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage. The City Manager may award contracts under $50,000; the City Commission makes final decisions on contracts exceeding that threshold. The City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise.
