EXECUTIVE SUMMARY
SurvTech Solutions, Inc. (SurvTech) was founded in 2004 by its two principals, David J. O’Brien Jr., and
Stacy L. Brown and has been in continuous operation during the past 16 years. SurvTech opened its most recent branch office in Lakeland, Florida in 2019 under the guidance of Tim McClintic. Mr. O’Brien and
Mr. Brown founded SurvTech on the premise that a surveying and mapping company could operate in a manner that consistently created win/win situations for all the stakeholders involved in a project, not just the owners. Our mission statement is, “To make a difference in the lives of our employees, who will make the difference for our clients.”. Stakeholders were defined then and now as the following: clients, employees, vendors, owners, and the local community. Since our founding as purely a land surveying company, SurvTech has added valuable services to support our clients and become a complete geospatial firm. Our services now include land and hydrographic surveying; photogrammetry, LiDAR and remote sensing (fixed wing aircraft and UAV’s); subsurface utility engineering (SUE), hydrographic Surveying
(sub-bottom profiling, seismic, magnetometer, single beam, multi beam, and side scan sonar); terrestrial
LiDAR (3D scanning), modeling and scan to BIM services; geographic information systems (GIS); asset inventory services; and geophysical mapping (GPR, EM, ERI, and Seismic). SurvTech has the inhouse ability to map above and below ground, under water, underground under water, from the air, from moving vehicles, and in three dimensions (3D), outside and inside buildings and industrial plants. In 2019 SurvTech added two new services, Metrology (precision measurement accurate to 1/10,000th of an inch) services, and mobile indoor scanning utilizing SLAM (simultaneous localization and mapping) technology.
Currently, SurvTech has one hundred plus (100+) employees, comprised of ten (10) professional surveyors and mappers, a certified photogrammetrist, a professional geologist, and a field staff of twelve (12) two-man survey crews, eight (8) subsurface utility crews, and UAV, metrology, hydrographic, and 3D scanning crews. Our corporate office is in Tampa, with supporting regional offices in Sanford, Lakeland, and Ft.
Pierce, Florida, Mobile and Decatur, Alabama, and New Orleans, Louisiana. SurvTech’s first and most important objective is to understand our clients’ needs, by examining the project from their perspective and tailoring a solution that fits their needs. Our goal is to provide the exact surveying solution that your project requires, and not burden you with additional fees or unnecessary services. SurvTech has more geospatial resources than most large business, which includes, personnel, technology, and commitment from ownership to perform all the services required by this contract. While simultaneously offering the efficiency and commitment of a small locally owned business. The principals of SurvTech have performed surveying for over 25 years in the Tampa Bay area, with Mr. O’Brien working the early years of his career in Plant
City. SurvTech personnel are well versed with surveying private, municipal, and federal lands throughout the southeast United States, including fractional lands, islands, sovereign boundaries, mining property
(MSHA certified), and swamp and overflow lands.
SurvTech is proposing on categories 7 and 10, Sub-surface utility Engineering, and Registered
Surveying and Mapping. SurvTech shall NOT require a subcontractor, as we have the experience and resources to perform all the required tasks in both categories with in-house equipment and personnel.
Category 7 – Subsurface Utility Engineering
SurvTech Solutions has extensive experience with SUE specializing in utility designation and vacuum excavation services. For SUE Quality Level B projects, we utilize a variety of ground penetrating radars
(GPR) and electromagnetic utility locators including state of the art dual frequency GPR units. With over twenty employees in our SUE Department, SurvTech is capable of simultaneously fielding multiple utility designating and vacuum excavation crews that operate using custom designed vacuum excavation trucks and Utilivac/Sullair P65 compressor trailers. We currently have four dig/vacuum units and we run anywhere from 5-9 crews a day depending on how many people are needed on each crew. Our SUE technicians are cross-trained in surveying, so mobilization of a separate survey crew is not needed to complete supporting ii above-ground surveys, which saves our clients time and money. SurvTech’s team of experienced SUE professionals boast a long and proven track record of improving our client’s safety and efficiency in a wide variety of civil engineering projects. SurvTech’s SUE department has successfully excavated hundreds of
5’x5 and 8’x8’ transmission pole locations to clear for the placement of transmission and communication poles. Our SUE department also offers pipe thickness testing to assess the condition of existing lines, before there is a major breach that could result in loss of service, or human life. SurvTech also offers Duke a full-service Geophysical mapping team, for mapping subsurface features, such as sink holes, contamination, or other geologic anomalies.
1. SurvTech utilizes ground penetrating radar daily, including 250 MHz, 400MHz, and dual frequency
300MHz/800MHz. SUE crews are trained and can request assistance from our geophysical staff in difficult soil conditions. Including post processing GPR data in 2D and 3D datasets.
2. SurvTech’s SUE department performs Level “D” research to support SurvTech’s survey division on numerous projects, when the budget is not available for a level “A or B” investigation. They are very experienced with Florida One Call and “Design Tickets” and reaching out directly to utility companies and municipalities.
3. SurvTech’s survey crews perform SUE level “C” on EVERY planimetric and topographic survey they perform. Visible evidence of utilities (Level “C”) combined with Level “D” can provide a design engineer an estimation of the subsurface utilities on site or provide the surveyor or attorney with evidence of where utility easements may exist across the site.
4. Utility designation, locating, and mapping (Level “B”) is where SurvTech excels. All our field personnel are cross trained to perform utility designation, or survey location of designated utilities, allow SurvTech to be efficient with the field effort to designate and map utilities.
5. When performing pot holing or test holes, it is not always about having the largest SUE truck.
SurvTech operates a Ford F550 4x4 250 gallon wet/dry vacuum truck, but we also utilize custom vacuum trailers that can occupy a very small space. Many times, when we are working on a highway, a small trailer is advantageous over a large bulky truck. SurvTech’s SUE personnel have dug, and repaired thousands of test holes, trenches and cubes in grass, asphalt, and concrete. We perform our permitting, maintenance of traffic, and repair services all inhouse.
6. Every site that is mapped by the SUE or the survey department is mapped on state plane coordinates. SurvTech does NOT perform any work without first establishing the site on the correct state plane projection, and NAVD 1988, even if the vertical if the vertical component is derived from GPS observations. Every SUE and survey crew is equipped with broadband (cellular) capable
RTK GPS and they utilize the FDOT network, or base/rover UHF to establish on site control.
Category 10 – Surveying & Mapping
As you have already read, SurvTech started as a surveying and mapping company in east Tampa, owned and operated by two (2) professional surveyors and mappers (PSMs) and now have grown to a survey staff over 60 employees and 10 PSM’s with four (4) offices in the state of Florida.
A. Land Surveying and Mapping Services. SurvTech performs every surveying and mapping service there is, offering the city the complete geospatial toolbox.
1. SurvTech maps buildings in 2D with conventional surveying methods such as cloth tape, a laser disto, field sketches in field books and tablets with drafting apps, total station, and RTK GPS.
SurvTech also maps buildings in 3D with terrestrial LiDAR (3D scanning), mobile LiDAR (SLAM iii technology), with deliverables being registered point clouds, building information models (BIM), or CAD models (AutoCAD or Microstation).
2. Parks – SurvTech has surveyed numerous parks in Plant City, including the Urban Forest and
McIntosh Park. Utilizing advanced technology as UAV LiDAR and USV’s equipped with single beam sonar, SurvTech was able to provide engineers with a better product and value.
3. SurvTech performs roadway surveys with right-of-way determination throughout Hillsborough
County, including Plant City. We utilize conventional surveying, and RTK GPS, as well as aerial
LiDAR and mobile LiDAR.
4. Utilizing a combination of mobile, aerial and UAV LiDAR SurvTech performs topographic surveys on sites smaller than an acre to sites that are thousands of acres.
5. SurvTech surveys water bodies, including drainage ditches, canals, inlets and pipes, ponds, and lakes utilizing numerous technologies, including conventional surveying, RTK GPS, single beam sonar, single beam dual frequency sonar, multi beam sonar, and even side scan sonar from 25-foot boats, down to unmanned surface vehicles (USVs).
6. SurvTech has performed plat review for municipalities around the Tampa Bay region. With ten
(10) licensed surveyors on staff, and numerous senior draftsmen, SurvTech has the resources to perform numerous plat review per week.
7. SurvTech utilizes numerous technologies to perform as-built surveys, including aerial LiDAR, terrestrial LiDAR, and mobile indoor scanning.
8. SurvTech performs hundreds of boundary surveys a year, with Mr. O’Brien being licensed in ten
(10) states, and being a Certified Federal Surveyor (CFedS). He is also extremely familiar with the
Plant City area because his career and years as a survey technician took place in Plant City.
B. Construction stake-out and grade control. SurvTech performs stakeout on mostly industrial or government construction projects. We also have a metrology group that has the experience and equipment to stakeout and measure items to 1/10,000th of an inch. We also create 3D models for machine (grade) control for large earthen dam sites in the mining industry.
C. GPS (Global Positioning System) mapping, platting, and drafting. This is one of SurvTech’s strongest areas, because all SurvTech survey and SUE crews are equipped with a minimum of 2 GPS receivers and can sign out more receivers to run additional RTK rovers. Every project SurvTech works on GPS is utilized to establish state plane horizontal control at a minimum. Our data collection is the same, whether we utilize conventional (total stations) or RTK GPS to collect planimetric and topographic features. Feature coding is then utilized to automatically draw point codes (symbols) or linework (planimetric and/or 3D break lines).
D. Miscellaneous surveying and mapping services. As you have read, there is NOT a type of surveying, SUE, or geospatial service SurvTech does not offer. We map every type of site and situation that Plant
City may encounter.
