Engineering Services

Geotechnical and Environmental Engineering

Prior to purchasing, and/or developing a site, we provide feasibility studies to assist in assessing the cost of developing the site: Property Condition Assessment, Phase I & II Environmental Site Assessment (ESA), Geotechnical Assessment to determine soil, karst activity (sinkhole) and water conditions, design development, and selection of a foundation system that accommodates the project needs and possible budgetary constraints. Based on the conditions encountered onsite, RE&A provides cost effective solutions based on risk analysis. During site development we can assist with monitoring undercut of unsuitable materials, ensuring the suitability of structural fill, monitoring the installation of foundation systems, and providing recommendations for stabilization of soils.

Specialty Foundation Engineering

Poor soil conditions are no excuse not to build on the perfect site. RE&A specializes in the design of cost effective deep foundation systems for new construction, existing structures that are being expanded and structures that need remedial repair due to soil subsidence from organic matter decomposition, poor compaction techniques, karst activity and loss of support due to soil erosion.

Karst Activity Assessment & Investigations

When pavement systems become distressed a structure settles, or a component of the structure shows signs of distress, due to soil subsidence and karst conditions (sinkhole). RE&A will evaluate the existing conditions and provide remedial recommendations. Conditions which warrant more than one discipline for proper evaluation can be easily handled by our team of expert associates.

Neutral Evaluator for Sinkhole Investigations

In the State of Florida an individual or an insurance company can request a neutral evaluator to resolve a sinkhole dispute between parties. RE&A provides State Certified Neutral Evaluator services. “The Neutral Evaluator program provides a professional engineer or geologist to serve as an objective third party to determine the existence, nature and scope of a sinkhole loss, as well as the cost of repair and remediation.” See ‘Settling Your Sinkhole Claim - Where to Find Help’ at:

http://www.dep.state.fl.us/geology/geologictopics/sinkhole/settling_sinkhole_claim_2008.pdf

Construction Engineering Inspections (CEI) and Construction Materials Testing (CMT)

During the construction of roadways and bridge structures, RE&A can assist by providing certified individuals to inspect the placement of asphalt, concrete, base course, and reinforcement steel placement, and to maintain proper documentation as required by the governing agency. During underground utility installation, infrastructure and building construction, RE&A can assist by providing experienced and certified individuals to perform on-site quality control (QC), private provider inspections or quality assurance (QA) monitoring and field testing services and also provide laboratory testing of soils, base course, concrete, masonry and asphalt.

Private Provider Inspections (PPI):

Florida Statue §553.791 enables the fee owner of a building or structure, or the fee owner’s contactor, to use a private provider to provide require building inspections, in lieu of the local jurisdiction. RE&A can assist in keeping you project on schedule by providing these inspections in a timely fashion, so your project schedule is not affected by having to wait for municipal inspections, saving time and costs.

Structural Engineering:

Given Florida’s hurricane code requirements, it is easy to overdesign a project and incur unnecessary costs. RE&A strives to provide the most cost-effective design which meets or exceeds code guidelines.

Property Condition Assessments (PCA)

If you are preparing to purchase or renovate an existing property, or establish an ongoing maintenance program for your existing structure(s), RE&A can assist by assessing the existing conditions of the facility and providing timelines for replacement and/or repair of major components (i.e. landscaping, pavement, HVAC systems, roofing, irrigation systems, painting, parking lot maintenance, etc...) We will establish a timeline for the expected replacement of these items and the associated costs. We can provide Phase 1 ESA’s through our network of associate firms.

Forensic Engineering & Expert Witness

Many times a pavement system becomes distressed, a structure settles, or a component of the structure shows signs of distress due to soil subsidence, karst conditions (sinkholes), or just poor construction. RE&A can evaluate the existing conditions and provide recommendations for remediation. Conditions which warrant more than one discipline for proper evaluation can be easily handled by our team of expert associate firms.

Environmental Engineering Services

We combine environmental knowledge with business experience to help you manage your risk.

Business Risk Management

It is important to have business risk assessment conducted by an environmental professional who is not just a scientist, but who can also understand business motivations and can look beyond the environmental issues to find a feasible and affordable solution that makes the deal happen.

Phase I, II & III Assessments We have more than 40 years’ experience conducting due diligence investigations resulting in clear, concise reports readily understandable by the non-technical reader.

RCRA/CERCLA (Hazardous Waste Sites/Superfund Sites Services) With experience spanning the time from before the adoption of RCRA and CERCLA, RE&A is uniquely qualified to assess technical decisions within the varied frameworks and to assist the client in evaluating the business risks associated with each decision.

Due Diligence and Real Estate Services Phase I Environmental Site Assessments Phase II Environmental Site Assessments Contaminant Assessment and Cleanup Services Business Environmental Risk Assessments Property Condition Assessment Surveys Geotechnical Services DRI/EIS Studies

Phase 1 Environmental Site Assessments All RE&A Phase I Environmental Site Assessments (ESAs) are conducted in accordance with current EPA Due Diligence Regulations as well as E 1527 and E-1528 ASTM Standards by senior level, Licensed Environmental Professionals, Professional Geologists, or Professional Engineers, with over 15 years’ experience conducting due diligence investigations. Reports are written in clear, concise language readily understandable by the non-technical reader. All work is conducted within the context of the real estate transaction, thereby providing not just a list of findings, but a discussion of the conclusions that allows the user to make informed business risk decisions.

Phase II Environmental Site Assessments Phase II ESA work is conducted to determine if potential environmental impacts identified in the Phase I ESA have occurred on a property, Phase II ESAs require years of experience to design and implement properly. Each property is unique in its use, in its physical environment, and in its potential environmental impacts; therefore, no set formula can be applied to construct an effective Phase II ESA. Experience and skill must be used to design the Phase II ESA to consider the unique issues for each project. RE&A uses senior Professional Geologists, Environmental Scientists, and Professional Engineers with years of field experience to design and conduct the actual field activities of Phase II ESAs. RE&A's Phase II ESAs are conducted in accordance with the current ASTM 1903 Standard Guide for Phase II Environmental Site Assessments. In addition to its quality technical service, RE&A designs and implements the scope of work for each Phase II ESA to meet the goals of the client. This is critical because variation in the scope of work or in how the scope of work is implemented can drastically affect the analytical results and the overall findings of the Phase II ESA. The design of the Phase II ESA must consider the business needs of the client, the environmental risk factors of the transaction, and the client's level of environmental risk tolerance.

Contaminant Assessment and Cleanup Services These services are designed to delineate the environmental concerns identified during the Phase II ESA process, to provide an estimate of cleanup costs for contract negotiation, and to provide cleanup of the impacted soil and/or groundwater to the satisfaction of the parties involved in the transaction to complete the "deal." A contaminant assessment is a more in-depth study of a property than the Phase II ESA, whereby the approximate size of the groundwater plume or the contaminated soil is determined and an estimate of cleanup costs can be made. Actual clean-up of the contamination may include excavation and removal of contaminated soil, hazardous waste, or solid waste, on-site treatment of the contamination, or installation and operation of a groundwater remediation system.

Business Environmental Risk Assessments RE&A's risk assessment services include the following:

Business environmental risk analysis

Negotiations with regulatory agencies Development of health-based and/or environmental risk assessments Risk communication services Toxicology studies Pharmacological evaluations Morphological and exposure evaluations

Property Condition Assessment Surveys (PCA) Required by some lenders, these surveys provide the lender with assurance that the improvements on the property that are being used as collateral are in adequate condition to last the term of the loan. The surveys consist of detailed visual inspections of the interiors and exteriors of the buildings on the property, including the roofs, the paved parking/drive areas, utility areas, HVAC systems, and other physical improvements on the property. All Property Condition Assessment Surveys are conducted per ASTM Standard 2018 for PCAs.

Development of Regional Impact (DRI) studies and Environmental Impact Statements (EIS) DRI/EIS Studies are detailed planning documents that are generated for large development projects. These documents consist of an integration of extensive environmental assessments that span a large range of environmental disciplines. Because of the scientific nature of the studies, the potential exists for the technical and scientific aspects of the project to overshadow and drive the development planning process. With RE&A's multi-disciplinary approach and senior level expertise, none of the sciences have greater impact on the project than is necessary. RE&A brings the assessments together into a cohesive, manageable product that provides developers with maximum flexibility.

Storage Tank Consulting Services RE&A's storage tank services include:

Underground storage tank removals and closure assessments Above ground storage tank removals, installations, replacements and closure assessments Site assessments (formerly called contamination assessments) Remedial action plans (RAPs) and interim RAPs Installation, operation, and maintenance of remediation systems Liaison with state and county regulatory agencies

Remediation/Cleanup Remediation used to be simple: Dig it up here and bury it there or treat it somewhere else. The advent of land bans for the disposal of certain wastes, the application of risk-based environmental protection, and the "not in my back yard" ("NIMBY") reaction of citizens to the relocation of wastes have created the need for innovative remedial solutions. RE&A has assembled a sophisticated team of scientists and risk managers who design remediation solutions, conduct the cleanups, and develop risk assessments. Some of the current options that are available include: Excavation and disposal at certified landfills or thermal treatment, treatment in place (in situ), biological treatment, solidification, chemical stabilization, encapsulation, and others. In many instances, the solution is to do nothing and to work with the regulatory agencies to come to such an agreement. RE&A has experience remediating contaminated soil, hazardous waste, solid and liquid waste, and contaminated groundwater at sites such as:

Dry cleaners Gas stations Lumber yards Wood pressure treaters Lead smelters Battery manufacturers Automobile and truck repair facilities Agricultural land Circuit board component manufacturers Ink manufacturers

Natural gas distributors Electrical utilities Plastics manufacturers Metal fabricators Plastics extruders Pesticide manufacturers Paint formulators Specialty and household chemical manufacturers Petrochemical formulators Printers Marinas and boat repair facilities Recyclers Steel mills

Regulatory Compliance Maintaining compliance with the myriad environmental regulations administered by the various environmental regulatory agencies at the federal, state, and local levels can seem to be an impossible task. During the time when hazardous waste regulations were developed and in the years since then, RE&A's principals have practiced environmental consulting, managed operations that were regulated, and were regulators themselves. This broad range and depth of experience with hazardous waste regulations on all sides of the issues gives RE&A an edge over most environmental consulting firms in compliance with hazardous waste regulations. Regulatory compliance services include:

Compliance evaluations/audits Management system reviews Development of Hazard Communications plans Spill Prevention Control and Contingency plans (SPCC) Records, standard operating procedures, contingency plans

Hazardous Waste Contaminated Sites RE&A's principals' careers have spanned the time from before the adoption of RCRA and CERCLA and through the many modifications of those legislative acts since then. Thus, RE&A has worked within the unique framework of the programs developed under both acts. When RE&A manages an investigation, our staff is aware of state and federal regulatory requirements, and are constantly evaluating the tasks necessary considering the regulations. Our project managers are uniquely qualified to assess technical decisions within the varied frameworks and to assist the client in evaluating the business risks associated with each decision. Because of our extensive experience with attorneys, we have a heightened awareness of the legal ramifications of technical actions. Our clients are advised on the potential technical options about a given situation. While many of the same tasks are conducted for both programs, tasks must be performed within each program's quirks. The services provided for each program are listed below.

RCRA/Hazardous Waste Site Services RCRA Permitting and closure design RCRA facility assessment (RFA) RCRA facility investigation (RFI) Corrective measure studies/corrective measure design and implementation CERCLA/Superfund Site Services

Under USEPA specifications at CERCLA sites, RE&A conducts:

Remedial investigation (RI) Feasibility study (FS) Implementation of remedial systems

Project/Construction Management RE&A provides quality project and construction management services for projects involving environmentally impacted properties. Because of RE&A's experience, sites that previously were labeled "undevelopable" can often now have environmental remediation and construction conducted concurrently. RE&A can oversee, manage, and implement these combined services.

RE&A reviews the projects for waste minimization, disposal versus treatment, and other cost saving options, due diligence issues, and regulatory issues. Clients and/or lenders are advised on these issues and assisted in making informed decisions that will provide acceptable solutions at reasonable costs.

Landfill Services RE&A's professionals have many years of hands-on experience in all phases of investigating and remediating soil and groundwater contaminated by the operation of landfills. RE&A has successfully developed work scopes for operating and closed landfills in accordance with local, state, and federal regulations. The firm works as a liaison between the client and the regulatory agencies. TCS also works closely with environmental attorneys, insurance companies, and compensation funds to ensure that the client is protected and/or compensated as much as possible for damages from landfills that operated and were closed before current regulations were put into effect. For existing or closed landfills, RE&A provides the following services:

Contamination assessments Closure design Excavation and disposal Capping Remediation Groundwater and gas monitoring Site selection studies Construction management

Business Risk Assessment Evaluation of environmental risk as related to ongoing business enterprises, whether land banking, manufacturing, leasing of property (including retail/apartment complexes), or development of agricultural tracts into residential property, has the goal of improving the potential for adding value for the participants. Unknown or poorly defined environmental impacts can have a very negative effect on a project's marketability, and therefore, on its ability to be profitable. It is important to have a business risk assessment conducted by an environmental professional who is not just a scientist, but who can also understand business motivations and can look beyond the environmental issues to find a feasible and affordable solution that makes "the deal" happen. RE&A's team does that. Our unique collective experience allows us to help you make "the deal" happen for your benefit. RE&A's risk assessment services include the following:

Business environmental risk analysis Negotiations with regulatory agencies Development of health-based and/or environmental risk assessments Risk communication services Toxicology studies Pharmacological evaluations Morphological and exposure evaluations

Forensic Investigation Forensic investigations focus on an environmental event or situation. These investigations usually are conducted by a team of scientists and consist of sampling and analysis, personnel interviews, and possibly personnel physicals which result in the ability to reconstruct the event or circumstances that caused the problem and to develop remedies. To resolve these issues, whether for the exposed party or the party accused of causing the exposure, highly skilled environmental professionals are required to ensure that false positive or false negative results are not obtained that may prejudice the case. RE&A's forensic investigations are conducted to resolve issues such as:

Indoor air sampling and monitoring Sick Building Syndrome Chemical exposure investigations

Litigation Support & Expert Witness In today's highly specialized scientific field, there are many credentialed scientists who can espouse on their chosen specialty; however, there are few well rounded professionals who can assist the legal professional in sorting out the relationship between the science and the theory of the case. RE&A has these well-rounded scientists available to provide support in toxic tort case management or in the general environmental litigation arena. RE&A’s professionals have qualified as expert witnesses in numerous State courts in the areas of environmental regulation, environmental policy, geology, hydrogeology, environmental engineering, and environmental due diligence.
