About this file
This is a Request for Qualifications (RFQ) response submitted by Intertek for continuing professional consulting services issued by the City of Plant City, Florida, under Florida Statutes Section 287.055 (the Consultants Competitive Negotiation Act). The City seeks qualified firms to provide on-call engineering and surveying support across seven discipline categories: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Services cover planning, design, permitting, bidding, construction administration, and related support for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. Firms must submit separate responses for each discipline category, limited to 50 pages per submission. The question submission deadline was May 11, 2026, at 5:00 p.m., with proposals due May 21, 2026, at 2:00 p.m., via the City's e-Procurement Portal. Evaluation committee meetings were scheduled for May 27, 2026. Resulting contracts are effective upon issuance for an initial three-year term with two optional two-year renewal periods at the City Manager's discretion.
Fees remain firm for the initial contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. The City offers local preference points (1.5% of total score) to respondents maintaining a physical office within Plant City with at least two full-time employees, current Florida business tax certification, required professional licenses, and establishment for at least six months prior to submission. No set-asides for disadvantaged enterprises have been designated. Respondents must demonstrate compliance with federal, state, and local laws including E-Verify employment verification requirements and maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage. No minimum work volume is guaranteed, and the City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise. The City Manager may award contracts under $50,000; the City Commission makes final decisions on contracts exceeding that threshold.

The PSI team is fully proficient in managing projects from origination of contract, design, life cycle cost analysis, through any change orders that might be necessary, incorporating cost control and constructability analysis until project close out. Value engineering practices are inherent throughout the evaluation of cost control and design.
PSI has a proven Project Management Plan and in-house Project Organization that is well-suited for large environmental contracts. We propose to manage the projects under the Plant City Environmental Engineering Contract in accordance with the methods specified in our copyrighted PSI Project Management Certification Program. This program is a 19-module course designed by PSI to enhance our services for our clients by our contract and project managers. Every PSI project manager and contract manager is required to participate in this program which covers all aspects of managing a project from allocation of resources, to quality control, to report writing, and job close-out.
Numerous project management strategies exist in the engineering industry, from the Critical Path Method to the Program Evaluation and Review Technique (PERT), both of which use a work breakdown structures, duration of activities, dependencies of the tasks, and endpoints of the deliverable.
PSI’s project management strategy has been refined and practiced through over 100 years of business operation. We understand that inevitable changes occur throughout most projects and have learned that the key to successful project management is to evolve with the changes, adapt and modify the approach to accommodate these developments.
Our experience has shown that the smaller the project team and the fewer the deliverables, the greater the likelihood of project success. The key, therefore, in successfully managing a large complex project is to
In 2011, PSI was awarded a Grand Award for Engineering Excellence by the Florida Institute of Consulting Engineers for our innovative work and outstanding project management approach on the River of Grass Project.
segment the project into multiple smaller tasks such that it appears to be many small tasks, as opposed to one very large project.
For example, when working on a Phase I Environmental Site Assessment, the strategy utilized is straightforward and linear. PSI’s staff has conducted literally thousands of Phase I ESA’s and has a basic template in which to obtain historical information, conduct site reconnaissance, interview representatives, and evaluate the data. We used our standard method for performing the Phase I ESA and are able to deliver the report to the our clients on time and within budget.
Similarly, PSI’s project management strategy for providing asbestos services is also established and has proven successful on multiple asbestos consulting and survey projects. For example, on a recent water management district conducting an Asbestos Survey and Abatement Oversight/Monitoring Project, we conducted the work in a phased fashion using a Critical Milestone Approach. Due to the site specific requirements of the project which included a speed limit for on-site vehicles, as well as adhering to protocols for Threatened and Endangered species, the project was broken down into several tasks prior to implementation. The initial phases includes notification to the EPA and District, OSHA required sign posting, and coordinating activities with the subcontractor. Once the wet removal activities were completed and final clearance was provided, an inspection was conducted to verify performance specifications had been met.
On projects that have additional technical challenges, we build in more adaptive project management procedures to allow more flexibility.
We have learned that as new data becomes available, oftentimes the project goals are modified. If an inflexible or rigid strategy has been implemented, it can add substantial time and costs to a project. For example, on the recent Soil Testing and Groundwater Assessment, our team evaluated the ecological risk for the 5,836 acre site in Polk County. The property was formerly a tomato and sod farm and had also been used for cattle grazing. Based on the redevelopment plans for the property as a water storage area, additional toxicity and bioaccumulation tests were required. PSI was able to modify our original approach and redesign a testing regime to fit the needs of the client. Based on the Expanded Ecological Risk Assessment results, PSI was able to provide the data which effectively reduced the area requiring corrective action from 230 acres to zero. This resulted in a reduction in the estimated corrective action costs from approximately $600,000 to $0.

REPRESENTATIVE PROJECT EXPERIENCE
ENVIRONMENTAL SITE ASSESSMENT AND SITE REMEDIATION
C23/C24 North Reservoir Property – Project Manager for the Phase II Environmental Site Assessment on the 2,584-acre property. The assessment addressed the former citrus cultivated areas of the property and other areas of concern to determine the suitability of the property as a future reservoir. Areas of concern included a pole barn, maintenance barn, burn area, an AST and UST area, mix load area and a number of pump stations.
Contaminants of concern included pesticides, petroleum and metal impacts. The information provided from the assessment was used by the client to evaluate acquisition and cleanup.
C23/C24 Stormwater Treatment Area (STA) – Project Manager for the Phase II Environmental Site Assessment on the 2,455-acre property. The assessment addressed the former citrus cultivated areas of the property as well as areas identified as Recognized Environmental Concerns (RECs) to determine the suitability of the property as an STA.
The RECs included two pole barns, mix load areas and pump stations. The contaminants of concern identified throughout the property included pesticides and copper. Data provided from the assessment was used by the client to evaluate acquisition and cleanup.
STA-1 West Expansion No. 2/Knight Management and USFWS Properties – Project Manager for the Phase II ESA on the 2,183-acre property. The Knight property was a former active agricultural property that harvested sugar cane, while the USFWS property was well-known as being a snail farm. The Knight property, including the former agricultural fields and other areas of concern were assessed to allow the client to determine the suitability of the property as an expansion STA. Areas of concern included an active pump station and three cane loading areas. Multiple contaminants of concern were identified including pesticides, metals and petroleum impacts. The information provided from the assessment was used by the client to evaluate acquisition and cleanup.
STA-1 West Expansion No. 2 - Remediation – Project Manager for the cleanup of an on-site petroleum impacted pump station and pesticide impacted mix loading areas.
