Professional Consulting Services Continuing Contracts - City of Plant City
This is a Request for Qualifications (RFQu) issued by the City of Plant City, Florida, pursuant to Section 287.055 of the Florida Statutes (the Consultants Competitive Negotiation Act) for continuing professional consulting services in engineering and surveying disciplines. The City seeks qualified firms to provide on-call support across seven discipline categories: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Services will support planning, design, permitting, bidding, construction administration, and related work for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. Firms must submit separate responses for each discipline category of interest, with each submission limited to 50 pages. The question submission deadline is May 11, 2026, at 5:00 p.m., and proposals are due May 21, 2026, at 2:00 p.m., via the City's e-Procurement Portal. Evaluation committee meetings are scheduled for May 27, 2026. The resulting contracts will be effective upon issuance for an initial three-year term, with renewal options for two additional two-year periods at the City Manager's discretion.
Respondents must maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage, and demonstrate compliance with E-Verify employment verification and all applicable federal, state, and local laws. Fees remain firm for the initial contract term; renewal period rate adjustments are limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. Local preference points (1.5% of total score) are available to respondents maintaining a physical office within Plant City with at least two full-time employees, current Florida business tax certification, required professional licenses, and establishment for at least six months prior to submission. The City has not designated set-asides for disadvantaged enterprises and guarantees no minimum work volume under the continuing contracts. The City Manager may award contracts under $50,000; the City Commission makes final decisions on contracts exceeding that threshold. The City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise.
