Summary of Patel, 2C Greene and Associates Submission

This document is a professional qualifications submission to the City of Plant City, Florida for continuing professional consulting services in engineering and surveying disciplines. The City of Plant City issued a Request for Qualifications (RFQu) pursuant to Florida Statutes Section 287.055 (Consultants Competitive Negotiation Act) seeking qualified firms to provide on-call support for planning, design, permitting, bidding, construction administration, and related services for infrastructure and capital improvement projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million. Seven discipline categories were available for competition: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. The submission deadline was May 21, 2026, at 2:00 p.m. via the City's e-Procurement Portal, with evaluation committee meetings scheduled for May 27, 2026. The resulting contracts would be effective upon issuance and extend for three years, with renewal options for two additional two-year periods at the City Manager's discretion.

Patel, 2C Greene and Associates submitted this qualifications package to compete for the available disciplines. Professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage were required. Fees would remain firm for the initial contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. Respondents maintaining a physical office within Plant City with at least two full-time employees, current Florida business tax certification, required professional licenses, and established for at least six months prior to the submission deadline were eligible for local preference points representing 1.5% of the total score. No minimum work volume was guaranteed, and the City reserved the right to select multiple firms to ensure adequate capacity and specialized expertise.

EXECUTIVE SUMMARY

December 10, 2020

Purchasing Department 302 West Reynolds St.

Plant City, FL 33563

RE: RFQ #21-020EN-FC | Library of Engineering Services for Continuing Contracts

Dear Selection Committee:

Patel, Greene & Associates, LLC (PGA) is pleased to submit this letter to Plant City in response to the Request for Qualifications RFQ 21-020EN-FC Library of Engineering Services for Continuing Contracts. PGA’s responsible office is conveniently located in Bartow, only minutes from Plant City. We are excited for this opportunity to present our experience and qualifications for this important contract. Serving our local communities is a priority goal for PGA and we look forward to contributing professionally to Plant City’s future. In the proposal that follows, PGA is providing its qualifications in hopes of supporting the City in the following engineering categories:

Category No. Category Descriptions Checkbox 1 General Engineering P

2 Transportation Engineering P

3 Environmental Engineering P

4 Stormwater Engineering P

5 Geotechnical Engineering P

PGA has expertise in planning, PD&E, roadway, drainage, structures, traffic, environmental, program management and construction services to support the City. We currently hold Continuing Professional Consulting Services contracts with Haines City, Lakeland, Tampa, and Polk County. We were recently selected for continuing contracts with Winter Haven, Manatee County, and Pasco County, as well as being re-selected for a continuing contract with Haines City. We have also been selected on several FDOT Districtwide Contracts and were recently selected for a Drainage Districtwide Contract in District One. You will see from the list below that PGA is no stranger to task work order-based contracts. The list indicates the kind of work that we would expect from this contract should we be successful. It is a good sample of assignments PGA has completed, as well as some more recently assigned work demonstrating our clients’ trust in PGA and our familiarity with contracts of this type:

•Turn lane design on 9th Street at US 17 in Fort Meade – Polk County
•Comprehensive Plan Update for the City of San Antonio, FL
•Bridge Crossing and Alternatives Evaluation – Polk County
•Structural design support for signals – City of Tampa
•Numerous projects completed for FDOT under Districtwide Roadway and Drainage Contracts – FDOT
•N. Glen Ave. drainage – City of Tampa
•Bridge plans review (nearing completion) – City of Lakeland
•Green ARTery Resurfacing/Sidewalk from 22nd St. Park to Sulphur Springs Park – City of Tampa
•Roundabout design at entrance of Lakeland Linder International Airport – City of Lakeland

EXECUTIVE SUMMARY

II

PGA’s experience speaks for itself; for nearly ten years our staff have been developing and delivering projects of importance from planning to construction. We fully understand the significance of assignments that will come from this contract. While relatively small in nature, assignments from continuing contracts are required to meet specific needs. Additional expertise is often required because staffing levels within governmental agencies can be limited or because the required level of expertise is not held by current staff. At PGA, we are sensitive to those challenges. With many of us having come from government service ourselves, we know those struggles well and can proactively assist the City to fill gaps as needed.

PGA will also utilize resources from our subconsultant teaming partners to support the City with Potable Water Services, Wastewater/Reclaimed Water Services, Construction Services, some General Engineering Services, and Other Municipal Service areas.

We will approach this contract with a commitment to quality while embodying our team culture. You will find that our staff will always conduct themselves professionally, providing quality services consistently and on a timely basis. This is not a unique challenge for the PGA Team; we all adhere to our core ICE principles of Integrity, Commitment, and Excellence.

We at PGA want to thank you for taking the time to review our proposed team and the experience we bring to this contract and look forward to becoming one of the City of Clermont’s trusted engineering firms.
