About this file
This is a Request for Qualifications (RFQu) issued by the City of Plant City, Florida, pursuant to the Consultants Competitive Negotiation Act (Florida Statutes Section 287.055), seeking qualified firms to provide continuing professional consulting services in engineering and surveying disciplines. The procurement encompasses seven discipline categories: Site Development/General Civil, Transportation, Stormwater and Flood Mitigation, Mechanical/Electrical/Plumbing, Geotechnical & Materials Testing, Environmental Contamination, and Survey/Mapping & Subsurface Utility Engineering. Services are limited to projects with estimated construction costs not exceeding $7.5 million or study costs not exceeding $0.5 million, and include planning, design, permitting, bidding, construction administration, and related services for infrastructure and capital improvement projects. Firms must submit separate responses for each discipline category of interest, with each submission limited to 50 pages. The question submission deadline is May 11, 2026, at 5:00 p.m., and proposals are due May 21, 2026, at 2:00 p.m., via the City's e-Procurement Portal. Evaluation committee meetings are scheduled for May 27, 2026. Resulting contracts will be effective upon issuance for an initial three-year term, with renewal options for two additional two-year periods at the City Manager's discretion.
Fees shall remain firm for the initial contract term, with renewal period adjustments limited to a maximum 4% increase supported by Consumer Price Index documentation and written justification. No minimum work volume is guaranteed, and the City reserves the right to select multiple firms to ensure adequate capacity and specialized expertise. Respondents qualifying for local preference points (1.5% of total score) must maintain a physical office within Plant City with at least two full-time employees, hold current Florida business tax certification, possess required professional licenses, and have been established for at least six months prior to submission. All respondents must comply with E-Verify employment verification requirements and maintain professional liability insurance of $2 million for three years post-project completion, comprehensive liability insurance of $1 million, and workers' compensation coverage. No specific set-asides for disadvantaged enterprises have been designated, no budget range is specified, and no incumbent vendors are identified in this procurement notice. The City Manager may award contracts under $50,000; the City Commission makes final decisions on contracts exceeding that threshold.
