The project scope includes complete intersection improvements at Union Hills Drive & 51st Avenue, Bell Road & 19th Avenue, Bell Road & Cave Creek Road, Greenway Road & 32nd Street, and Baseline Road & 19th Avenue, encompassing positive offset and flashing yellow arrow signal installations, Americans with Disabilities Act pedestrian ramps, signal replacements, push buttons, extended signal mast arms, Type A signal pole replacements, and pavement striping across districts 1, 2, 3, 7, and 8. Key deliverables include approximately 923 square yards of new asphalt pavement installation, 57,223 square yards of microseal coating, removal and replacement of curbs, gutters, and sidewalks totaling over 7,600 square feet, and comprehensive traffic signal equipment installation featuring multiple pole types, signal heads, pedestrian signals, LED luminaires, video detection systems, and wireless network radios. Required qualifications for contractors include personnel with current International Municipal Signal Association Level II Traffic Signal Electrician Certification and supervision capabilities, with all equipment subject to City of Phoenix Traffic Signal Shop approval prior to ordering, and compliance with current City of Phoenix supplements to MAG Standard Specifications and Details. Sealed bids are due by 2:00 pm on Tuesday, March 10, 2026, at the Design and Construction Procurement Bid Box located on the first floor lobby of Phoenix City Hall, 200 W. Washington Street, Phoenix, Arizona 85003, with bid opening immediately following at 2:00 pm on the 5th Floor, Room 5 West. A pre-bid meeting is scheduled for 10:00 am on Wednesday, February 25, 2026, at 1034 E. Madison Street, Phoenix, Arizona, with virtual attendance available via Microsoft Teams. The bid packet is available for download from the e-Procurement Portal beginning Thursday, February 12, 2026, and questions regarding process or contract issues must be submitted through the e-Procurement portal.

This federal-aid project is subject to prevailing wage requirements under the Davis-Bacon Act and federal compliance requirements under 49 Code of Federal Regulations Part 26 and the U.S. Department of Transportation DBE Program; however, no Disadvantaged Business Enterprise goal has been established for this project, meaning no set-aside designations or restrictions on organization types apply. Vendors must be registered in the City of Phoenix e-Procurement system to participate in the procurement. The City of Phoenix reserves the right to award the contract to the lowest responsible responsive bidder or reject all bids. Contractors are required to coordinate traffic signal work with the City of Phoenix Traffic Signal Shop and provide notification a minimum of fourteen days prior to beginning work, and must comply with utility coordination requirements including notifications to Bluestake at least two working days before excavation and hand digging requirements within 24 inches of Southwest Gas facilities. The project documentation does not specify an explicit budget range or award value; however, bidders should note the substantial scope of work across five locations and coordinate with existing utility infrastructure including COX, MCI/Verizon, Lumen/CLink, and other utility facilities that must be protected during construction.
