About this opportunity
The City of New Haven is requesting proposals for a professional consultant to develop, validate, administer, and score promotional examination processes for the New Haven Police Department, with proposals due August 25, 2026. The procurement is funded through American Rescue Plan Act (ARPA) appropriations; the City has posted both contractor and subrecipient agreement templates, indicating the contract value may exceed or fall below $100,000.
The scope encompasses examination design for Police Captain, Police Lieutenant, Police Sergeant, and Police Detective positions. The consultant must incorporate best practices in pre-employment testing methodology appropriate to the department's needs, ensure all processes comply with all applicable legal requirements and Federal EEOC guidelines, and demonstrate cost-effectiveness. The consultant will be responsible for the complete examination lifecycle from development through validation and scoring.
Evaluation criteria address scientific and technological merit (alignment with stated objectives and sound methodological principles), technical approach (feasibility, schedule, staffing plan, and risk mitigation adequacy), and technical and management capabilities (demonstrated experience on similar projects, quality of project management plans, and credentials of key personnel). Individual evaluators will independently assess responses using a rating scale, with scores based on documented strengths and weaknesses; specific percentage weights for each criterion will be determined at time of solicitation. A sample evaluation document indicates the City may employ descriptive, color-coded, or numerical scoring scales.
The City has attached the RFP Standard Form of Agreement, Standard Terms Part II, and both ARPA contractor and subrecipient agreement templates (updated November 26, 2024) as governing contractual instruments. The source does not specify a pre-bid meeting, site visit, question due date, estimated contract value, or contract term.
