About this file

This document is an educational resource explaining cost formula scoring methodologies used in government procurement evaluations, specifically illustrating the "Reward Low Cost" scoring method that may apply to the New Haven Police Department's promotional exam consultant selection process in Connecticut. The New Haven Police Department seeks a qualified professional consultant to develop, validate, administer, and score promotional examination processes for multiple police ranks, including Police Captain, Police Lieutenant, Police Sergeant, and Police Detective positions. The consultant's proposed selection processes must incorporate best practices currently employed in pre-employment testing fields and must be appropriate for use within the New Haven Police Department context. The document does not specify response deadlines, due dates, site visits, bidders' conferences, award dates, or contract term information.

The cost formula document demonstrates how the "Reward Low Cost" scoring methodology calculates point allocations by dividing the lowest proposal cost by each individual proposal's cost and multiplying the result by the total available points for the cost evaluation criterion. Under this method, the lowest-cost proposal receives the maximum available points, while higher-cost proposals receive proportionally fewer points based on their cost differential. The New Haven Police Department has specified that all bidder proposals must recommend processes meeting all legal requirements, complying with relevant Federal EEOC guidelines, and demonstrating cost-effectiveness. The document does not contain information regarding pricing terms, set-asides, incumbents, funding amounts, or other financial details specific to this procurement opportunity.

A Closer Look at Cost Formulas The scoring methods Reward Average Cost and Reward Low Cost rely on cost formulas to track and calculate point values. Reward Low Cost, for example, uses this equation to determine how many points each individual submission should receive:

Lowest overall cost / Proposal's cost = X% of the possible points Expand the tabs to see Reward Low Cost in action.

Proposal A costs $100. How many points will it receive?

$100 (Lowest Proposal) / $100 (Proposal A) = 100% of 30 points

30 points awarded Proposal B costs $200. How many points will it receive?

$100 (Lowest Proposal) / $200 (Proposal B) = 50% of 30 points 15 points awarded Proposal C costs $500. How many points will it receive?

$100 (Lowest Proposal) / $500 (Proposal C) = 20% of 30 points 6 points awarded
