About this opportunity

The City of Tucson, located in Pima County, Arizona, has issued Request for Proposal (RFP) No. 240058 for comprehensive pest and termite control services across three distinct service groups. The procurement seeks qualified contractors to provide pest management services for City Facilities (Group 1), City Residential units (Group 2), and Tucson Police Department Service Dog Unit handlers' private residences (Group 3). Services include routinely scheduled and as-needed pest control treatments encompassing general pest management, bed bug and German roach treatments, rodent control, and termite treatments. Offerors may submit proposals for one, two, or all three groups, with the requirement of an active Arizona Department of Agriculture Pest Management Division Business License and Certified Applicators. The solicitation was released on June 17, 2024, with a pre-proposal meeting scheduled for June 25, 2024, and proposals due on July 11, 2024. Evaluation criteria will likely include service capabilities, pricing, licensing, insurance coverage, and compliance with federal funding requirements. The initial contract term is one year, with the City reserving the option to extend the contract for up to four additional one-year periods.

The procurement will utilize multiple federal funding sources, including Federal Transit Administration (FTA) funds for Group 1 and Housing and Urban Development (HUD) funds for Group 2, which introduces specific compliance requirements such as Section 3 HUD Clause and Davis-Bacon wage standards. Contractors must provide comprehensive insurance coverage and comply with living wage requirements. While no specific set-aside designations were explicitly mentioned, the HUD funding suggests potential opportunities for disadvantaged business enterprises and prioritization of low- and very-income workers. The solicitation covers approximately 1,900 housing units, multiple city department facilities, and private residences, indicating a substantial service scope. Though specific award values were not detailed, the comprehensive nature of the contract and multiple service groups suggest a potentially significant contract value. Contractors will be required to adhere to strict worker safety protocols, non-discrimination guidelines, and specific federal regulatory standards associated with the funding sources.
