About this file
This is a sample procedural document from the City of Tucson's Business Services Department, Shared Services Procurement Division, regarding the in-house key management procedure required for contractors performing pest and termite control services under Request for Proposal No. 240058. The document outlines the standardized format and content that contractors must include in their key procedure submission, which should be addressed to the Facilities Project Coordinator (FCM Contract Representative) on the contractor's letterhead and reference the contract number and title.
The sample procedure details the contractor's protocol for managing City keys and access badges issued to technicians providing services across multiple City facilities and residential units. The document specifies that contractors must request three sets of keys: two sets distributed to designated personnel and one set maintained at the 24/7 Park Avenue Guard Shack for after-hours access and technician coverage during absences. Keys must be returned to the guard shack upon completion of work on the same day, and all badges must remain in the technician's possession at all times. The contractor assumes full financial responsibility for any lost keys or badges, and employees are required to immediately report any losses to their direct supervisor, who must then notify the FCM Contract Representative. This procedure applies to Contract No. 240058, which involves pest and termite control services for City Facilities (Group 1), City Residential units (Group 2), and Tucson Police Department Service Dog Unit handlers' private residences (Group 3).

Re: Firm Name’s FCM In-House Key Procedure for Contract No. 240058 – 0#, Pest and Termite Control Services
Response to: FCM Key Procedures
Dear Firstname Lastname:
Below is an explanation of how the City of Tucson keys will be handled by our employees providing service under Contract No. 240058 – 0#, Pest and Termite Control Services.
We request three sets of keys be provided to First Last. One set of keys will reside with our current Position, First Last. The second set of keys will reside with our current Position, First Last. We request the third set of keys to be held at the 24/7 Park Avenue Guard Shack in order that our on-call technicians are able to pick up keys after hours or if a technician is sick or on vacation. Keys will be returned to the guard shack when the work is completed on the same day.
All badges issued to technicians for card access will be in the technician’s possession at all times.
Technicians will be responsible for ensuring the safety of City keys and badges. Technicians have been informed of the cost of lost keys and badges. Firm Name takes financial responsibility for the loss of any City key and/or badge, should this occur.
In the event a key or badge is lost, employees will report this immediately to their direct supervisor who will then immediately report the lost key and/or badge to the FCM Contract Representative.
Please contact First Last at emailadress or 520-###-#### if there are further questions or comments.
Sincerely, First Last Position mailto:emailaddress@tucsonaz.gov
