About this opportunity
The City of Phoenix is seeking a five-year contract for parts, installation, and service of direct current batteries and power plants, specifically for the Regional Wireless Cooperative (RWC). The procurement opportunity, identified as IFB-26-0107, requires a contractor capable of delivering, installing, and testing direct current batteries, power plants, chargers, and associated equipment at radio site locations. Contractors must work under RWC personnel supervision and adhere to industry and manufacturer standards. The solicitation includes pricing requirements for standard, after-hours, and emergency labor rates, as well as catalog discounts for parts from manufacturers like Narada, Vertiv, Duracom, Exponential, CSB Batteries, and Talley. Key dates include a non-mandatory pre-offer conference on November 20, 2025, at 2:00 pm, written inquiries due by December 1, 2025, and the final offer response deadline of December 8, 2025, at 2:00 pm. Prices will be firm and fixed for the initial contract year, with potential annual price increases subject to 60 days' written notice and supporting documentation.
The procurement includes specific provisions for Disadvantaged Business Enterprise (DBE) and Small Business Participation, requiring contractors to track and report DBE and small business involvement in the project. Contractors must make good faith efforts to engage and solicit services from small businesses and DBE firms, including sending outreach letters and identifying potential opportunities through City of Phoenix and Federal databases. The contract mandates monthly documentation of DBE participation in the City's "Certification and Compliance System" and annual submission of a Small Business Participation Plan. While no specific incumbent vendor is mentioned, the solicitation includes a detailed current inventory of existing batteries and parts from manufacturers like Vertiv, Narada, Duracomm, and Exponential. The City reserves the right to purchase items from alternative sources in emergency situations and to adjust quantities or items as needed. Though a specific budget range is not provided, the comprehensive nature of the contract suggests a significant investment in maintaining and upgrading the city's critical power infrastructure.
