About this opportunity
The City of Phoenix is soliciting sealed offers for fire life and safety systems inspections, testing, and repair, with offers due November 25, 2026. Offerors must operate under the Public Transit Department's Disadvantaged Business Enterprise–Neutral (DBE-N) program, which governs small business participation on FTA-assisted work under 49 CFR Part 26. Prime contractors submit an annual Small Business Participation Plan on the contract execution anniversary and log participation monthly in the City's Certification and Compliance System. Releasing, substituting, reducing the scope of, or reducing the amount of a proposed small business subcontractor requires prior approval from the Contract Compliance Section. Final payment certification is also required.
Scope covers inspections, testing, and repair across automatic gates, fiber optics, chlorine systems, fire alarms, backflow prevention, fire doors, fire sprinkler systems (wet, dry, and pre-action), gas systems, special hazards, VESDA, clean agent systems, and fire hydrants. Testing frequencies range from semi-annual for clean agent systems to quarterly pre-action checks with annual full-system testing, and sprinkler systems carry five-year internal pipe testing and annual flow testing. Personnel must hold NICET Level II, CSA Level II, or manufacturer certifications, with the specific credential varying by system. Backflow testing requires City-approved testers or ADEQ-certified testers. Gas and special hazards work requires five years of documented experience. Contractors deliver reports with asset identification, photographs, pass/fail checklists, and corrective action plans. They must notify the City's FLSC of conditions such as dust-loaded sprinkler heads, obtain authorization before repairs, and remain onsite until systems reach full operational status. Access to sensitive security information requires a signed acknowledgment form.
Work is performed at Phoenix Sky Harbor International Airport, Phoenix Deer Valley Airport, and/or Phoenix Goodyear Airport under the Aviation Department's supplemental terms, revised April 29, 2026. Those terms require compliance with Title VI, the ADA, Section 504, the Airport and Airway Improvement Act, IRCA, A.R.S. 23-214(A) employment verification, Phoenix City Code Chapter 18 Article V equal employment requirements, and heat illness prevention under Sections 18-413 through 18-415. They also restrict covered unmanned aircraft operations funded by grants, impose structure height limits at each airport, and subordinate the contract to rights of the United States.
The term is five years beginning January 1, 2027, or later if the effective date upon final signature and City Clerk recording falls after that date, with no extension options. Contractors may not begin billable work until they receive a purchase order or contract documents. The solicitation is administered through the City's Procurement Portal.
